3. REAFFIRMS the importance of continuing to provide support by developed countries beyond 2012 for activities to mitigate and adapt to climate change as set forth in the Durban decisions; in this context RECALLS that the Durban platform noted the significant gap between mitigation pledges and emissions reduction necessary to achieve the 2 °C target and therefore calls on all parties to ensure the highest possible mitigation efforts; REITERATES that in this respect the EU and other developed countries should work in a constructive manner towards the identification of a path for scaling up climate finance from 2013 to 2020 from a wide variety of sources, public finance and private sector finance, bilateral and multilateral, including alternative sources of finance, as needed to reach the international long term committed goal of mobilizing jointly US$100 billion per year by 2020 in the context of meaningful mitigation actions and transparency on implementation with a view to reducing global greenhouse gas emissions so as to keep the increase in global average temperature below 2 °C compared to preindustrial levels;

WELCOMES the approval of the governing instrument for the Green Climate Fund (GCF) and the way forward outlined in the Durban Decisions with regard to the expeditious full operationalization of the GCF; REITERATES that the Fund is to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change; REITERATES FURTHER that the Fund will promote the paradigm shift towards low – emission and climate – resilient development paths by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change in developing countries particularly vulnerable to the adverse effects of Climate Change; WELCOMES that the Fund will catalyse climate finance, both public and private, and at the international and national level; ENCOURAGES the Board to develop methods to enhance complementarity between the GCF and other relevant bilateral, regional and global funding mechanisms and institutions, to better mobilize the full range of financial and technical capacities and improve the overall effectiveness of international climate finance;

EMPHASISES the importance of the Standing Committee's advisory role; CONSIDERS that the Standing Committee should assist the COP in providing guidance with respect to the financial mechanism of the Convention aiming at improving coherence, encourage synergies and coordination in the delivery of international climate change financing; in this context, the Standing Committee should review the distribution of climate finance, identify finance gaps and provide a regular overview of climate financing provided to developing countries. In this context PROPOSES that the UNFCCC Secretariat should support the Standing Committee’s work, and regularly collate comprehensive information on both public and private climate finance flows".

Key follow up actions: Scale up efforts for achieving the EU-Africa 2020 energy targets of reliable and secure supply of energy and increased access to sustainable energy services, as agreed by the EU and African ministers in Vienna in September 2010 Mobilise regional level action in developing countries, particularly in Africa, to reform legal and regulatory frameworks with a view to creating market based conditions that attract private sector investments and enhance regional power trade Mobilise more resources from EU development assistance to catalyse investment projects both at the small scale for increasing access to energy services in rural areas and at a larger scale for improving energy competitiveness and security through interconnections and major generation projects Mainstream energy in all EU development policy instruments, and tailor support schemes and financing instruments to the specific needs of the sector, by privileging capacity development and technology transfer, including through research and innovation, stimulating decentralised renewable power production, promoting private initiatives and maximising the local value added Facilitate access of least developed countries to climate financing, notably by contributing in the framework of UNFCCC negotiations to the definition of a new Clean Development Mechanism more adapted to energy access and sustainable development needs |

Further, it asked to assess the potential of FTT options to contribute to the EU budget and to be used as innovative financing mechanisms to provide support for adaptation to and mitigation of climate change for developing countries, as well as for financing development cooperation.

Given the importance of building long-term national adaptive capacity particularly in the countries most vulnerable to climate change, the Commission proposes to explore the possibility of initiating joint work with the African Union Commission (AUC) and China, for capacity building purposes, on climate change and renewable energy, possibly including technology transfer and increased capacity for Clean Development Mechanism (CDM) investment, also under a post-2012 global climate change agreement.

Options for further engaging and cooperating with such countries include: networking energy technology centres; setting up large-scale demonstration projects on technologies with the highest potential in those countries; increasing the use of innovative financing mechanisms, such as the Global Energy Efficiency and Renewable Energy Fund; reinforcing the use of the Kyoto Protocol mechanisms, notably the Clean Development Mechanism for investments in emissions reduction projects, if the post-2012 international agreement on further CO2 reductions is reached.
