– (PT) Mr President, Commissioner, ladies and gentlemen, with regard to the Gallagher report and, in particular, the multiannual plan for the stock of Atlantic horse mackerel, it is vital to advocate the amendment proposed by the Group of the European People’s Party (Christian Democrats), which was drawn up by Mrs Patrão Neves, focusing on the three objectives of the Green Paper and the reform of the common fisheries policy (CFP): the environmental objective, which is well respected in this report, and the economic and social objectives, whether they focus on economic viability or a decent living for professionals.
– (PT) Mijnheer de Voorzitter, commissaris, dames en heren, wat betreft het verslag van de heer Gallagher over het meerjarenplan voor het horsmakreelbestand is het voor ons van fundamenteel belang hier het amendement dat mevrouw Patrão Neves namens de Fractie van de Europese Volkspartij (Christendemocraten) heeft ingediend, te verdedigen. Daarin wordt nog eens verwezen naar de drie doelstellingen van het groenboek en van de hervorming van het gemeenschappelijk visserijbeleid (GVB): de milieudoelstelling – die in het verslag volledig wordt geëerbiedigd – en de economische en sociale doelstellingen, dat wil zeggen economische rentabiliteit en fatsoenlijke steun voor de vissers.

For this very reason, there needs to be an amendment to this report so that it is harmonised not only with the fundamental objectives of the Green Paper on the CFP or on the reform of the CFP, but also with the recommendations presented by the Council on the Regulation on total allowable catches (TACs) for 2011, in which Atlantic horse mackerel in International Council for the Exploration of the Sea Zone VIII C is essentially seen as geared towards artisanal fisheries, while the north, within this western zone, is mainly focused on industrial fisheries.
Daarom moet het verslag geamendeerd worden, zodat het niet alleen in overeenstemming is met de kerndoelstellingen van het groenboek over het GVB en de doelen voor de hervorming van het GVB maar ook met de aanbevelingen van de Raad in de verordening tot vaststelling van de totaal toegestane vangsten (TAC’s) voor 2011. Daarin wordt de horsmakreel van zone VIII c van de Internationale Raad voor het Onderzoek van de Visserij (ICES) vooral bestemd voor de ambachtelijke visserij, terwijl het noorden van deze westelijke zone in het bijzonder bestemd is voor de industriële visserij.
