In drafting its proposals, the Commission has taken into account the useful report by the High Level Group chaired by the Governor of the Bank of Finland, Erkki Liikanen (IP/12/1048), as well as existing national rules in some Member States, global thinking on the issue (Financial Stability Board principles) and developments in other jurisdictions.

Secondly, I am addressing in particular the Group of the European People’s Party (Christian Democrats) and European Democrats – I am sorry that my friend John Bowis is not here, as we solved a great many issues during this parliamentary term with him as coordinator of the main groups of the Committee on the Environment, Public Health and Food Safety, and I too, of course, wish him a speedy recovery – I would ask the PPE-DE Group and also, I think, the Group of the Alliance of Liberals and Democrats for Europe: do you consider it better to proceed to the second reading without the vote of the Socialist Group in the European Parliament?
Vervolgens wend ik me in het bijzonder tot de Fractie van de Europese Volkspartij (Christen-democraten) en Europese Democraten. Ik vind het jammer dat mijn vriend John Bowis niet aanwezig is. Samen met hem als coördinator van de belangrijkste fracties van de Commissie milieubeheer, volksgezondheid en voedselveiligheid hebben we gedurende deze zittingsperiode talloze kwesties opgelost en natuurlijk wens ook ik hem een spoedig herstel toe. Ik vraag aan de PPE-DE-Fractie en waarschijnlijk ook aan de Fractie Alliantie van Liberalen en Democraten voor Europa: vindt u het beter om over te gaan tot de tweede lezing zonder de steun van de Sociaal-democratische Fractie in het Europees Parlement?

We do not think that the number of speakers matters, but we certainly do think it right that more speakers should be given the floor if the groups feel the need for it.
Hoeveel sprekers er per fractie aan het woord komen maakt ons niets uit, maar we vinden het hoe dan ook juist dat iedere fractie die dat wil zich door meerdere sprekers kan laten vertegenwoordigen.

My group is tabling several amendments, but following on from Mr Varela Suanzes-Carpegna’s speech, I would like to say that, while we think that Amendment No 2 from the PPE-DE Group is entirely superfluous and we are neither in favour or against it, we, and myself in particular, as a Galician and vice-chair of the Committee on Fisheries, think that Amendment No 1 is irrelevant and, what is more, dangerous, because no one has questioned the rigour of the scientific testing or the healthiness of the food chain.
Mijn fractie dient verschillende amendementen in. Ik wil er echter in reactie op de interventie van de heer Varela Suanzes-Carpegna op wijzen dat amendement 2 van de PPE-DE-Fractie ons absoluut overbodig lijkt hoewel wij er niet voor en ook niet tegen zijn. Amendement 1 lijkt ons – en vooral mij als Galiciër en als ondervoorzitter van de Commissie visserij - daarentegen ongepast en bovendien gevaarlijk, aangezien niemand de nauwkeurigheid van de wetenschappelijke analyses in twijfel trekt net zomin als de kwaliteit van de voedselketen.

– (IT) Mr President, Commissioner, I think it is important to check, in the Thyssen Krupp affair in Terni, whether any infringements have occurred under Community law; whether there is State aid that undermines the German group’s choices of location; whether – as asserted by Mr Angelilli – there is an abuse of a dominant position; whether contracts with the Italian Government or the European institutions have been broken; whether, in other words, commitments given in respect of facilities or funding granted have been observed. In my view, this is the task of the European institutions, but I also think that that task should stop there.
- (IT) Mijnheer de Voorzitter, mevrouw de commissaris, volgens mij is het belangrijk dat nagegaan wordt of er bij Thyssen Krupp onrechtmatig is gehandeld met betrekking tot het communautair recht, en of het Duitse concern de keuze van de locatie heeft laten afhangen van overheidssteun. Misschien is er, zoals collega Angelilli zei, misbruik gemaakt van dominante positie. Ook moet gecontroleerd worden of de afspraken die met de Italiaanse regering en de Europese instellingen zijn gemaakt, wel zijn nagekomen, en tevens moet bezien worden of men de toezeggingen die bij het verlenen van faciliteiten of financieringen zijn gedaan, heeft gehonoreerd.

Against this background, my group thinks it essential to increase the allocation to LIFE and unreservedly supports Mrs Lienemann’s proposal to increase the budget to EUR 850 million, since we know, and I think it bears saying, how high the expectations of our fellow citizens on environmental matters are and how excessively cautious and unacceptable the Council’s compromise regarding the budget for LIFE is, especially as the LIFE programmes show exceptional implementation rates and have demonstrated the extent to which they made it possible to bring about new environmental practice. The first sustainable development projects are unquestionably those.
Mijn fractie is van mening dat in deze omstandigheden de financiële middelen ten behoeve van Life verhoogd moeten worden. Wij scharen ons daarom onvoorwaardelijk achter het voorstel van mevrouw Lienemann om het budget te verhogen tot 850 miljoen euro. We weten immers dat onze medeburgers zeer hoge verwachtingen koesteren met betrekking tot het milieu. In dit opzicht is het compromis van de Raad inzake de financiering van Life kil en onacceptabel, temeer daar relatief zeer veel Life-programma's daadwerkelijk worden uitgevoerd. Uit deze programma's kunnen overigens nieuwe milieuvriendelijke technieken ontstaan, en het behoeft geen betoog dat dit de eerste programma's voor duurzame ontwikkeling zijn.

The Group thinks priority should be given in the Conference to taking account of the environmental dimension in Community policies. 63. A number of possible proposals have been made within the Group in this context: incorporation in the Treaty of the agreements reached at the Rio Conference so that Community policies are geared to a sustainable development; possible inclusion of the environment in Article 36 of the Treaty (restrictions on imports), Article 39 (objectives of the common agricultural policy), Article 74 (transport), Article 129b and the following Articles (trans-European networks), and consideration of extending the possibilities offered to the Member States by Article 100a(4) for laying down higher national standards; more involvement of the EP through co-decisions on these matters; inclusion in each proposal of an environmental impact assessment.
De Groep is van oordeel dat in het kader van de Conferentie bij voorrang rekening moet worden gehouden met de milieu-dimensie in het beleid van de Gemeenschap. 63. Er zijn in de Groep een aantal voorstellen gedaan in dit verband : opneming in het Verdrag van de tijdens de Conferentie van Rio bereikte overeenkomsten, zodat het beleid van de Gemeenschap wordt afgestemd op duurzame ontwikkeling ; eventuele opneming van het milieu-aspect in artikel 36 van het Verdrag (invoerbeperkingen), artikel 39 (doel van het gemeenschappelijk landbouwbeleid), artikel 74 (vervoer), artikel 129 B en volgende (transeuropese netwerken), en eventuele uitbreiding van de mogelijkheden waarover de Lid-Staten krachtens artikel 100 A, lid 4, beschikken om strengere nationale maatstaven aan te leggen ; grotere betrokkenheid van het Europees Parlement door middel van gemeenschappelijke besluitvorming op deze gebieden ; opneming in elk voorstel van een milieueffectbeoordeling.

A specific right to information on Union's matters and how it functions should be granted to the citizens. - Opposing this majority view, some members point out that citizenship of the Union is perceived as a threat to national identity in some Member States and that they do not think it appropriate to develop either the content or the essence of the concept. - The Group suggests that the Treaty should make it even more clear that citizenship of the Union does not replace national citizenship.
