[19] In particular, in the context of this Communication, the Commission emphasises the importance of promoting i) the establishment of cooperation networks between the bodies involved in local field work so as to ensure continuity in services and facilitate access to users and ii) proper integration of public health services, including mental health, and social services, and specialist risk-reduction strategies.

‘Residential long-term care facilities’ means establishments that are primarily engaged in providing residential long-term care that combines nursing, supervisory or other types of care as required by the residents, where a significant part of the production process and the care provided is a mix of health and social services with the health services being largely at the level of nursing care in combination with personal care services.

While emphasising that SSGI must not be defined by their economic impact, notes the Commission's second biennial report and confirms that SSGI make a major economic contribution in terms of jobs, economic activity and purchasing power and that the health and social services sector accounts for 5% of economic output and employs 21.4 million people; notes that the CEEP, in its report, ‘Mapping of Public Services,’ also confirmed that health and social activities account for 9.6 % of EU employment, and 9.4 % of GDP; notes that the 2008 Labour Force Survey shows that women account for 79 % of the workforce in health services, 81 % in residential care services and 83 % in non-residential care services; notes also that an SME representative body, UEAPME, takes the view that SMEs need high-quality, efficient SSGI in order to operate successfully; calls on the Member States also to take into account gender-equality principles; notes that the promotion of inclusive labour markets, prevention and rehabilitation will lead to cost savings and improve quality of delivery in the longer term;

particular attention should be devoted to combating the maltreatment, physical, psychological, sexual and financial abuse and neglect of elderly people in their own homes, in residential care and in hospital, by family members, carers and health or social care professionals, both by means of awareness-raising campaigns aimed at the general public and those working in the health and social services, and by creating services specifically designed for victims of maltreatment and programmes to re-educate those guilty of such acts; welcomes the research being carried out into elder abuse and calls on the Commission to ask the European Agency for Living and Working Conditions to co-ordinate the sharing and dissemination of knowledge and policies in this area; believes there is an urgent need to establish a network of vetting systems in the respective Member States so that a person who moves to another Member State, and seeks a job with elderly people, can be subject to security checks with the Member State from which he or she has come,

Notes that access to healthcare for all, and a good standard of physical and mental health and social wellbeing, are basic human rights, and calls for the implementation of integrated public health care/social services systems which act as enablers for equality of access, the free supply of essential medicines worldwide, health promotion, disease prevention, action to combat infectious diseases, especially AIDS, the prevention of dependency, and wider provision of equitable and dignified home and long-term care services;
