The problem apparently concerns the question of supplementary HNS compensation fund, in relation in particular to the difficulty of identifying collectors and ensuring the traceability of some of the substances covered by the convention, and verifying the accuracy of the volume and value of the imports of the substances so as to calculate the contribution to the abovementioned HNS fund.

This would make it possible to compensate the worst damage (chemical substances) and to supplement the liability ceiling in the HNS Convention by a fund equivalent to the FIPOL set up by the latter convention.
