Two weeks ago, this House applauded the Council for agreement on a mandate for the IGC, but last week we learned from some of your colleagues in the Council that they were hollow words.
Twee weken geleden roemde dit Parlement de Raad vanwege de overeenstemming over een mandaat voor de IGC, maar vorige week hoorden wij van enkele van uw collega’s in de Raad dat die overeenstemming inhoudelijk niets om het lijf had.

This House was then left with no option other than to help establish this fund, but it would have been better if the Council had topped up the Budget with more money for the long-term restructuring and modernisation of, and job creation in, regions and sectors, so the rapporteur, Mrs Bachelot-Narquin, really does deserve gratitude for having – in the face of resistance from both this House and the Council – ensured that a draft with real improvements in it can become, in a single reading, the legal basis for this Fund.

It is not for us to make threatening gestures about it; on the contrary, we have to send a clear message from Europe that bids Iran go back to the moratorium, back to the negotiating table, with no unilateral actions that could end up putting the peace of the wider world in jeopardy, and that message must be carried by your House, by the Council, by the Commission, and by our representatives Benita Ferrero-Waldner and Javier Solana.
