The basis of the Mechanism remains existing Community instruments (listed in the Regulation) capable of providing a large spectrum of actions and reactions to alleviate crises. These can include human rights work, election monitoring, institution building, media support, border management, humanitarian missions, police training and the provision of police equipment, civil emergency assistance, rehabilitation, reconstruction, pacification, resettlement and mediation.

Calls for the EU and its Member States to urge the UN Security Council to use all available tools, such as the use of targeted measures, the establishment of fact-finding missions or commissions of inquiry, and judicial mechanisms such as referrals to the ICC; requests that the power of veto not be used in Security Council decisions on issues related to humanitarian action, that respect for international law norms that provide for the protection of humanitarian workers be enhanced, that acts that could constitute violations of those norms be systematically investigated and that those suspected of being responsible for such acts be brought to justice.

Welcomes the fact that work has begun in the United Nations on achieving a uniform standard of conduct for all categories of personnel involved in peacekeeping missions; notes that the Task Force Plan of Action outlines the requirement that a set of six core principles be incorporated into all codes of conduct of the Inter-Agency Standing Committee, including a principle prohibiting sexual activity with persons under the age of 18, regardless of the age of majority or age of consent applying locally; welcomes the fact that this code of conduct now applies to all United Nations peacekeeping and humanitarian personnel; welcomes the creation of personal conduct units within the United Nations Missions in Burundi, Cote d'Ivoire, the Democratic Republic of the Congo and Haiti to investigate allegations and to assist victims; expects full implementation of the code of conduct in all United Nations Missions, including where appropriate the enforcement of criminal sanctions against those personnel proved to have raped or sexually exploited children;
