Stresses the need to tackle the fragmented system of local government and to create a functional local governance system able to respond to citizens’ needs by the efficient provision of public services; calls for a strengthening of the administrative capacity of local governments, enabling them to exercise their authority and implement legislation in a financially sustainable way; calls for the transparency, effectiveness and inclusiveness of local governments to be enforced; notes the CC’s ruling on the legal challenge to the reform on administrative and territorial division of the country;

Urges the Commission and the Member States to ensure that future rural development programmes provide for appropriate measures and sufficient resources to facilitate good governance and sustainable forms of territorial governance by drawing on and strengthening the measures based on collective operations: measures concerning cooperation (including on systems of sustainable production), coordination, exchanges, networks, innovation, training, producer groups, promotion, information and investment, provided for in the new rural development regulations; calls on Local Action Groups (LAGs) under the LEADER+ programme to provide the support necessary to set up cooperation networks linking local and regional producers, service providers, and cultural institutions such as universities, libraries, and research centres, so as to enable the cultural and historical aspects of territories to be encapsulated in regional brands serving to forge lasting links between training, research, and production, thereby also creating sustainable jobs;
11. beveelt de Commissie en de lidstaten aan ervoor te zorgen dat in de volgende programma's voor plattelandsontwikkeling voldoende middelen worden uitgetrokken en gepaste maatregelen worden genomen om goed en duurzaam territoriaal bestuur te vergemakkelijken door in de nieuwe verordeningen inzake plattelandsonwikkeling maatregelen in te stellen of te versterken op basis van collectief functioneren, met name maatregelen op het gebied van samenwerking (inclusief voor wat systemen voor duurzame productie betreft), coördinatie, uitwisseling, netwerken, innovatie, opleiding, producentenorganisaties, bevordering, voorlichting en investeringen; verzoekt de plaatselijke actiegroepen om in het kader van het LEADER +-programma de oprichting te bevorderen van een samenwerkingsnetwerk tussen lokale en regionale producenten, dienstverleners en culturele instellingen, zoals universiteiten, musea en onderzoekscentra, opdat de culturele en historische aspecten van het gebied hun beslag kunnen vinden in een regionaal label waarmee een duurzaam verband kan worden gelegd tussen opleiding, onderzoek en productie en aldus duurzame banen kunnen worden gecreëerd;

15. Underlines that effective partnerships between the public sector, the private sector, communities and local governments will be necessary to expand access to sustainable energy services; calls on the Commission to use, wherever possible, a market approach to new/innovative energy solutions, for example by fostering local production, facilitating their introduction onto the market or providing market information, in order to ensure local ownership and sustainability; calls, in particular, on the Commission to promote governance capacity building to enable replicability of small-scale energy service projects through the promotion of SMEs;
15. onderstreept dat er behoefte is aan doeltreffende partnerschappen tussen de overheidssector, de privésector, gemeenschappen en lokale regeringen om de toegang tot duurzame energiediensten uit te breiden; roept de Commissie op waar mogelijk gebruik te maken van een marktbenadering voor nieuwe/innovatieve energieoplossingen, door bijvoorbeeld plaatselijke productie te stimuleren, de introductie ervan op de markt te vereenvoudigen of door marktinformatie te verstrekken, om op die manier te zorgen voor eigen plaatselijke inbreng en duurzaamheid; verzoekt de Commissie met name om de ontwikkeling van de bestuurscapaciteit en het mkb te stimuleren, zodat kleinschalige energievoorzieningsprojecten kunnen worden gereproduceerd;
