Welcomes the decision of the Council of the European Union to publish the EU negotiating directives for the ongoing negotiations on the TTIP between the EU and the US; equally welcomes the decision of the Commission to publish more EU negotiating texts and to allow broader access to other documents in the context of the TTIP negotiations; considers that the fact of closely monitoring transparency in the TTIP negotiations has strengthened the role of the Ombudsman as guardian of EU transparency; endorses the Ombudsman’s call for a transparent policy approach and an information campaign on TTIP, to be adopted by the European institutions; commits to following up on the outcomes of the consultation on TTIP transparency, inter alia by considering petitions received on this issue, in particular in view of the potential impact of TTIP and other trade negotiations on the lives of European citizens;
25. is ingenomen met het besluit van de Raad van de Europese Unie om de onderhandelingsrichtsnoeren van de lopende TTIP-onderhandelingen tussen de EU en de VS openbaar te maken; is eveneens verheugd over het besluit van de Commissie om meer onderhandelingsteksten openbaar te maken en ruimere toegang te verlenen tot andere documenten rond de TIPP-onderhandelingen; stelt dat door nauwlettend het oog te houden op de transparantie rond de TTIP-onderhandelingen, de Ombudsman zijn rol als hoeder van de transparantie in de EU heeft weten te versterken; stelt zich achter het pleidooi van de Ombudsman voor een transparante beleidsaanpak en een door de Europese instelling te verzorgen informatiecampagne over TTIP; neemt zich voor aan de uitkomsten van de raadpleging over de transparantie rond TTIP verder vervolg te zullen geven, onder meer bij de behandeling van verzoekschriften die over deze kwestie binnenkomen, met name met het oog op de mogelijke weerslag die TTIP en andere onderhandelingen over vrijhandel op het leven van de Europese burger kunnen hebben;

17. Reiterates its position that, in accordance with Article 218(6) of the TFEU, the opinion/consent of the European Parliament is required for all international agreements, including those related mainly to CFSP, with the sole exception of those related exclusively to CFSP: in accordance with Article 218(10) of the TFEU, full information must be provided to Parliament at the initial, negotiating and final stages of the procedure leading to the conclusion of international agreements; expects the VP/HR to provide all relevant information about the negotiations throughout the procedure, including negotiating directives and draft negotiating texts, and recalls that in the declaration on political accountability the VP/HR committed herself to applying the provisions of the Framework Agreement on international agreements with regard to confidential CFSP documents; calls for the establishment of an efficient modus operandi that combines respect for Parliament's prerogatives with the necessary degree of confidentiality; believes that a comprehensive agreement involving all the institutions and covering all EU bodies is required in order to regulate access to confidential documents by Members of Parliament;
