As regards CFSP expenditure which is charged to the general budget of the European Communities in accordance with Article 28 of the Treaty on European Union, the institutions will endeavour, in the conciliation procedure provided for in Annex II, Part C, and on the basis of the preliminary draft budget established by the Commission, to secure agreement each year on the amount of the operating expenditure to be charged to the Community budget and on the distribution of this amount between the articles of the CFSP budget chapter suggested in the fourth paragraph of this Point.

39. WHEREAS THE TREND IN THE PRODUCTION OF COLZA AND RAPE SEED HAS GIVEN RISE TO CERTAIN MARKETING DIFFICULTIES AND HAS PLACED A HEAVY BURDEN ON THE COMMUNITY BUDGET ; WHEREAS , UNLESS FRESH MEASURES ARE TAKEN , THIS TREND WILL CERTAINLY BECOME MORE PRONOUNCED ; WHEREAS STEPS SHOULD ALSO BE TAKEN TO AVOID THE UNDESIRABLE CONSEQUENCES FOR THIS SECTOR WHICH MIGHT RESULT FROM THE MEASURES TO LIMIT THE COMMUNITY PRODUCTION FOR COMPETING AGRICULTURAL PRODUCTS ; WHEREAS THE FIXING OF A MAXIMUM LEVEL FOR PRODUCTION AND A REDUCTION OF THE PRICE GUARANTEE FOR THE FOLLOWING MARKETING YEAR IF THIS LEVEL WAS EXCEEDED MAY HELP TO REDIRECT THE COMMUNITY GUARANTEE AND THUS LIGHTEN THE BURDEN ON THE COMMUNITY BUDGET ; WHEREAS ANY REDUCTION IN THE COMMUNITY GUARANTEE MUST DEPEND ON THE EXTENT TO WHICH THE GUARANTEE THERESHOLD HAS BEEN EXCEEDED BUT SHOULD NOT EXERT EXCESSIVE PRESSURE ON THE INCOMES OF PRODUCERS ;
Overwegende dat de ontwikkeling van de produktie van koolzaad en raapzaad heeft geleid tot bepaalde afzetmoeilijkheden en tot aanzienlijke uitgaven ten laste van de communautaire begroting ; dat , zonder nieuwe beleidsmaatregelen , deze ontwikkeling ongetwijfeld zal verergeren ; dat in deze sector voorts ongewenste consequenties moeten worden voorkomen die zouden kunnen voortvloeien uit ten aanzien van concurrerende landbouwprodukten genomen produktiebeperkende maatregelen ; dat de vaststeiling van een maximumproduktie bij overschrijding waarvan de prijsgarantie voor het volgende verkoopseizoen wordt beperkt , kan bijdragen tot een betere oriëntatie van de communautaire garantie en een vermindering van de uitgaven ten laste van de communautaire begroting ; dat elke beperking van de communautaire garantie in verhouding moet staan tot de overschrijding van de garantiedrempel , zonder dat daardoor evenwel een te grote druk op de producenteninkomens wordt gelegd ;
