The Commission will: publish a study on the impact on the European economy of shortages of language skills in 2006; publish on the web an inventory of the language certification systems available in the European Union in 2006; launch a study on the potential for greater use of sub-titles in film and television programmes to promote language learning; publish the inter-institutional, multilingual database IATE (Inter-Agency Terminology Exchange) as a service to anyone needing validated terms from EU-related contexts; organise a conference on translator training in universities, in 2006; Launch under i2010 a flagship initiative on digital libraries making multimedia sources easier and more interesting to use, and building on Europe’s rich heritage combining multicultural and multilingual environments,[34] and Bring together and coordinate the work of European research teams in the fields of human language technologies, machine translation, and the creation of language resources such as dictionaries and thesauri, and set technical challenges specific to the European context (such as the focus on the quality of multilingual applications and machine translation systems).

(3) Transposing the acquis and EU standards in the candidate countries in the field of synthetic drugs and their precursor chemicals, with a specific focus on strengthening the institutions responsible for enforcing the legislation, on improving co-ordination amongst them, regional inter-agency co-operation and the information exchange to monitor precursor chemicals and reduce their diversion - In February 2002, the Dutch Ministry of Justice was entrusted with the implementation of this Phare project worth EUR 1.5 million.

15. Supports the Commission’s call for a more joined-up inter-agency and cross-sectoral approach and the proposed measures for improving the exchange of information and good practices and for increasing operational cooperation between the Member States and with the EU agencies; reiterates its call for greater use of the existing instruments and databases such as SIS and ECRIS, and of joint investigation teams; calls on the Commission to take all necessary measures to speed up the conclusion of pending working arrangements between agencies; notes with regret that not enough concrete measures are provided for in the Agenda with a view to strengthening its justice dimension; calls for the integration and further development of all aspects of judicial cooperation in criminal matters, including by strengthening the rights of suspected and accused persons, victims and witnesses and by improving the implementation of existing EU mutual recognition instruments;
