Although all these measures go in the right direction, they do not automatically mean more rapid and effective management of Community aid to the former Yugoslav republics. The Committee on External Economic Relations believes that further measures are required.
Al deze maatregelen gaan weliswaar in de goede richting, maar zij impliceren niet automatisch een snellere en doelmatigere uitvoering van de communautaire hulp aan de republieken die zijn voortgekomen uit het voormalig Joegoslavië. (3) Whereas the tasks of the Economic and Financial Committee are set out in Article 109c(2) of the Treaty; whereas as part of those tasks the Economic and Financial Committee is to keep under review the economic and financial situation of the Member States and of the Community and to report regularly thereon to the Council and to the Commission in particular on financial relations with third countries and international institutions; whereas the Economic and Financial Committee is to contribute to the preparation of the work of the Council, inter alia, for recommendations required as part of multilateral surveillance and the broad economic guidelines set down in Article 103 of the Treaty, and for decisions required as part of the excessive deficit procedure set down in Article 104c of the Treaty; whereas given the nature and importance of those tasks, it is essential that members of the Committee and alternate members be selected from among experts possessing outstanding competence in the economic and financial field;
(3) Overwegende dat de taken van het Economisch en Financieel Comité zijn omschreven in artikel 109 C, lid 2, van het Verdrag; dat het Economisch en Financieel Comité als onderdeel van deze taken de economische en financiële situatie in de lidstaten en de Gemeenschap moet volgen en terzake regelmatig aan de Raad en aan de Commissie verslag moet uitbrengen, inzonderheid wat betreft de financiële betrekkingen met derde landen en internationale instellingen; dat het Economisch en Financieel Comité moet bijdragen aan de voorbereiding van de werkzaamheden van de Raad, onder meer voor de vereiste aanbevelingen uit hoofde van het multilaterale toezicht en de globale richtsnoeren voor het economisch beleid, zoals bedoeld in artikel 103 van het Verdrag, en voor de vereiste beslissingen in de procedure betreffende buitensporige overheidstekorten, zoals bedoeld in artikel 104 C van het Verdrag; dat het gezien de aard en het belang van deze taken van wezenlijk belang is, dat de leden en de plaatsvervangende leden van het Comité worden gekozen uit deskundigen met een erkende bekwaamheid op economisch en financieel gebied;
