'international open communication procedures and standards' means internationally accepted standards for communication procedures, such as standardised messaging formats and data representation, which are available on a fair, open and non-discriminatory basis to any interested party;

O. whereas the host of fundamental rights that are affected in the Internet world include, but are not limited to, respect for private life (including the right to permanently delete a personal digital footprint), data protection, freedom of expression, speech and association, freedom of the press, political expression and participation, non-discrimination, and education; whereas the content of such rights, including their field of application and their scope, the level of protection provided by such rights and the prohibitions on abuse of such rights should be governed by the rules on the protection of human and fundamental rights guaranteed by the Constitutions of the Member States, international human rights treaties, including the ECHR, general principles of Community law and the Charter of Fundamental Rights of the European Union, and/or by other relevant rules of national, international and Community law, in their respective fields of application,

ii) INVITES the Commission and Member States to work together to support national, international and community actions for increasing human resources for science and technology in Europe and promoting the appropriate flow to the private sector commensurate with the Lisbon and Barcelona objectives, as well as for boosting the attraction to Europe of highly qualified scientists, namely in stimulating attractive careers and in promoting the development of European networks and centres of excellence for higher education and research of world class, able to compete for the best human resources at a global scale;

6.3. Industrial zones and specialized services centres Cooperation will aim to: - upgrade existing productive sites and create new industrial zones; - create industrial zones which will also provide highly specialized services (including multimedia communications and data management facilitating international links, access to research systems, training structures and production services); - reinforce and create specialized services centres supplying corporate services in the fields of innovation, organization, quality and marketing; - promote the establishment of technical centres for training, sponsored by business associations.
6.3.
