This report will contain an analysis of the quantified objectives already adopted with a view to their improvement and organisation on a systematic basis, and it will propose recommendations on the introduction of a follow-up and forward studies tool at European level.

In these Conclusions the Council invited the Commission to present to the Council strategies and proposals for the development of new indicators in nine particular areas of education and training and also stressed that the development of new indicators should fully respect the responsibility of Member States for the organisation of their education systems and should not impose undue administrative or financial burdens on the organisation and institutions concerned, or inevitably lead to an increased number of indicators used to monitor progress.

Firstly, there is the annual UNESCO/OECD/Eurostat (UOE) collection of data related to the formal education systems in the Member States (enrolments, graduations, personnel, education finance, etc.); the 5-yearly Continuous Vocational Training Survey (CVTS) which collects information on training at enterprise level; and the 5-yearly Adult Education Survey (AES) which will provide information on adult learning patterns (household survey) covering the following indicators of the framework: participation in pre-school education (1) , ICT skills (6), higher education graduates (14) , Cross-national mobility of students in higher education ( 15) , participation of adults in lifelong learning ( 16) and investment in education and training (19) .

Everyone accepts that education systems must adapt to a world of lifelong learning; and in a number of Member States this leads to concerns about the inclusiveness of education and its contribution to the fight against social exclusion, about its internal coherence, and about how attractive it is to young people and to adults.
Iedereen is het erover eens dat de onderwijsstelsels zich moeten aanpassen aan het levenslang leren. The obstacles to transnational mobility` indicate how important high-quality education is for employment and growth within the Community and for its competitiveness at world level; whereas these documents highlight the link that exists between the social and cultural functions of education and training, on the one hand, and their economic functions, on the other hand, and therefore the many aspects of the concept of quality; whereas it is clear that transparent educational systems are required for transnational mobility;
