The EU expressed concerns on labour issues raised by the ILO supervisory system, and further encouraged Colombia and Peru to address the identified shortcomings and improve the effective implementation of International Labour Standards.

Notes with great concern that according to the International Labour Organisation (ILO) around 21 million men, women and children around the world are in a form of slavery; highlights the need to address human rights in a holistic and indivisible fashion by emphasising and making a strong and binding commitment to both civil and political rights and economic, social, cultural and environmental rights, since without these rights there can be no development; stresses the need to tackle the root causes of poverty; highlights the obligation to respect international labour standards, in line with the fulfilment of the ILO Decent Work Agenda, and calls for the setting-up of a universal social protection floor; takes the view that social issues should have a more central place in the EU’s external relations; regrets, in this context, that the EU does not have a standard format for a ‘social clause’ to be inserted in all external trade agreements; accordingly, urges the EU to incorporate a chapter on development and a social clause reflecting ILO core labour standards into all its external trade agreements;

Calls on China to comply with minimum social standards; underlines the importance of compliance with, and rapid implementation of, all International Labour Organisation rules, including the right freely to form independent trade unions; welcomes the implementation of the labour contract law and calls for the legislative framework to be supplemented by the adoption of a law on collective bargaining; urges both the Chinese authorities and European investors and companies operating in China to observe international labour standards and to guarantee decent pay and working conditions and respect for human rights in China; takes the view that the EU should not allow market access for goods which have been produced by means of child labour or in facilities which gravely violate international labour standards and human rights, such as prison camps;

In June 2006 the Commission issued a communication on minimum maritime labour standards which considers legislative measures aimed at strengthening the application of international labour standards for seafarers in the European Union.
