On the same day, on 11 June 2015, the Working Group on Chemicals met in Seoul to share information on the implementation of each side’s REACH, in particular regarding restricted substances and risk management methods, the compatibility of Korea's IT systems with OECD formats and the International Uniform Chemical Information Database (IUCLID), ways of ensuring confidentiality on the registered chemicals under the Korean REACH, cumbersome requirements for confirmation on RD substances exempted from registration and for importers' annual report,etc. The EU side also updated the Korean side about the EU's Biocidal Products Regulation in view of concerns raised by some Korean exporters.

Subsection 14. 7 recommends the inclusion of basic classification information when such cargoes are transported in bulk according to Annex II of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (Marpol) and the International Code for the Construction and Equipment of Ships carrying Dangerous Chemicals in Bulk (International Bulk Chemical Code) (the IBC Code) .

It will also propose to the European Chemicals Agency to make certain changes in the existing database of registered chemicals under REACH so as to improve and facilitate the search of information on registered substances used for hydraulic fracturing purposes.

Where a chemical qualifies for PIC notification, but the information is insufficient to meet the requirements of Annex IV, identified exporters or importers shall, upon request by the Commission, provide all relevant information available to them, including that from other national or international chemical control programmes, within 60 days of the request.
Wanneer een chemische stof voor PIC-kennisgeving in aanmerking komt, maar de informatie niet toereikend is om aan de vereisten van bijlage IV te voldoen, verstrekken geïdentificeerde exporteurs of importeurs op verzoek van de Commissie, binnen 60 dagen na het verzoek, alle relevante informatie waarover zij beschikken, met inbegrip van die van andere nationale of internationale regelingen voor toezicht op chemische stoffen.

In addition to Articles 10 and 11 of the Convention, concerning the PIC procedure properly so called, the Council and the interveners refer more particularly, in that connection, to the provisions concerning notification of national regulatory action intended to ban or severely restrict chemicals (Article 5), the procedure to be followed for listing chemicals in Annex III to the Convention or to remove them (Articles 7 to 9), the rules on the labelling of such products (Article 13), the exchange of information of all kinds on chemicals covered by the Convention (Article 14), the creation or strengthening of infrastructures and of national institutions in order to apply the Convention effectively, in particular by setting up registers and databases containing information on the safety of chemicals (Article 15) and technical assistance to be given to developing countries and countries with economies in transition (Article 16).
