39. As regards Bosnia and Herzegovina, notes that, despite the ongoing political problems, the security situation remains relatively calm and stable despite the ongoing political problems, and emphasises the contribution made by the EU's military operation (EUFOR ALTHEA) in this respect; supports the Council's decision to refocus the work of the European Union Police Mission (EUPM) on fighting organised crime and corruption and underlines the need for a comprehensive approach to the rule of law sector (police – justice – prisons); encourages the Council to take a decision in the near future with a view to making training for the Bosnian armed forces the new focus of EUFOR ALTHEA; deplores the lack of concerted political decision-making on the future of the international force in Bosnia and Herzegovina, which is resulting in unilateral withdrawals by a number of states participating in the force and is liable to detract from the credibility and coherence of the EU's action in Bosnia and Herzegovina; reminds the Council to uphold the prospect of accession to the EU as agreed upon in Thessaloniki in 2003;

By dismissing the chairman of the Police Federation and demoting him to the rank of ordinary police officer, he has interfered not only with personal rights of a police representative, but has thereby threatened the constitutionally guaranteed rights of citizens, citizens’ associations and trade unions to freely express their opinions.

Notes the valuable experience gained in civilian and police missions over the course of the last two years, including: the assumption of control by the International Police Task Force (now EUPM) in Bosnia-Herzegovina since 2003; PROXIMA in The Former Yugoslav Republic of Macedonia (FYROM) and EUJUST THEMIS in Georgia; welcomes also the forthcoming deployment of a European Union police force in the Democratic Republic of the Congo (EUPOL Kinshasa);
11. merkt de waardevolle ervaring op die de afgelopen twee jaar is opgedaan met civiele en politionele missies zoals: de machtsovername door de Internationale Politiemacht (nu EUPM) in Bosnië-Herzegovina vanaf 2003; PROXIMA in de Voormalige Joegoslavische Republiek Macedonië (FYROM) en EUJUST THEMIS in Georgië; is voorts ingenomen met de komende stationering van een politiemacht van de Europese Unie in de Democratische Republiek Congo (EUPOL Kinshasa);

Notes the valuable experience gained in civilian and police missions over the course of the last two years including: the assumption of control by the International Police Task Force (now EUPM) in Bosnia-Herzegovina since 2003; PROXIMA in the former Yugoslav Republic of Macedonia (FYROM) and EUJUST THEMIS in Georgia; welcomes also the forthcoming deployment of a European Union police force in the Democratic Republic of the Congo (EUPOL Kinshasa);
11. merkt de waardevolle ervaring op die de afgelopen twee jaar is opgedaan met civiele en politionele missies zoals: de machtsovername door de Internationale Politiemacht (nu EUPM) in Bosnië-Herzegovina vanaf 2003; PROXIMA in de Voormalige Joegoslavische Republiek Macedonië (FYROM) en EUJUST THEMIS in Georgië; is voorts ingenomen met de komende stationering van een politiemacht van de Europese Unie in de Democratische Republiek Congo (EUPOL Kinshasa);

CEPOL's main objectives and tasks are to increase knowledge of the national police systems and structures of other Member States, of Europol and of cross-border police co-operation within the European Union; to strengthen knowledge of international instruments, in particular those which already exist at European Union level in the field of co-operation on combating crime; to provide appropriate training with regard to respect for democratic safeguards with particular reference to the rights of defence; and to encourage co-operation with other police training institutes.
De belangrijkste doelstellingen en taken van Cepol bestaan erin de kennis te verdiepen van de nationale politiestelsels en -structuren in andere lidstaten, van Europol en van de grensoverschrijdende politiesamenwerking in de Europese Unie, de kennis te verruimen van het internationale instrumentarium, met name wat betreft de instrumenten die binnen de Europese Unie reeds bestaan op het gebied van de samenwerking bij de criminaliteitsbestrijding, te zorgen voor een adequate opleiding inzake de naleving van de democratische waarborgen en in het bijzonder eerbiediging van de rechten van de verdediging, en samenwerking met andere politieopleidingsinstituten aan te moedigen.

The Commission sees the establishment of Joint Police Stations or Police and Customs Co-operation Centers in all internal border regions of the Union, including the candidate countries, as an effective instrument to simultaneously reach a number of important objectives: reduction of crime; increase visibility vis à vis the public; build up mutual confidence and trust between the various services of the Member States concerned; and finally the building of effective co-operation between police, customs and judicial authorities where these three services cooperate in such centers.
De Commissie ziet de totstandbrenging van gezamenlijke politiebureaus of politie- en douanesamenwerkingscentra in alle interne grensregio's van de Unie, inclusief de kandidaat-lidstaten, als doeltreffend instrument om een aantal belangrijke doelstellingen tegelijk te verwezenlijken: terugdringing van de criminaliteit; vergroting van de zichtbaarheid bij het publiek; opbouwen van wederzijds vertrouwen tussen de diverse diensten van de betrokken lidstaten; en ten slotte de totstandbrenging van doeltreffende samenwerking tussen politie, douane en gerechtelijke autoriteiten waar deze drie diensten in dergelijke centra samenwerken.
