Welcomes the EUR 6 billion allocated for the new Youth Employment Initiative and calls for a frontloading in the first few years of the Multiannual Financial Framework to address youth unemployment and implement youth guarantees as a matter of urgency; emphasises that the costs of implementing youth guarantees across the eurozone are estimated at EUR 21 billion by the International Labour Organisation and therefore calls for the allocation to be revised upwards as part of a revision of the Multiannual Financial Framework; welcomes the extension of the eligibility group for the Youth Guarantee under the age of 30;

The requirement in the Commission's proposal that grants awarded to international youth organisations be progressively reduced from the third year onwards is not legally binding (as shown by the quoted extract from the Regulation on the implementation of the Financial Regulation) and would be counter-effective in terms of youth policy, due to the constant turn-over in membership which is a natural feature of youth organisations, together with the associated chronic under-funding.
De in het Commissievoorstel geplande verlaging van de subsidies voor internationale jongerenorganisaties vanaf het derde jaar is juridisch niet dwingend (zoals uit de aangehaalde uitvoeringsvoorschriften van het Financieel Reglement blijkt) en voor het jongerenbeleid contraproductief - niet in de laatste plaats omdat jongerenorganisaties van nature een permanent verloop hebben en op grond van hun ledenstructuur chronisch over te weinig middelen beschikken.

Parliament recommends the establishment of an internal working group, with representatives of the committees concerned, European political parties and the party-political youth organisations, which would present a report to the Bureau within a year on the role of party-political youth organisations and the best way of supporting them now and in the future statute.
