Cape Verde is a least-developed and an island ACP State and the derogation is expected to have a positive economic and social impact especially in respect of employment in Cape Verde.

The GEEREF will support regional sub-funds for Sub-Saharan Africa, Caribbean and Pacific Island States (ACP region), the countries of the European Neighbourhood (including North-Africa and non-EU Eastern Europe including Russia), Latin America, and Asia (including Central Asia and the Middle East).[13] The new Development Cooperation Instrument (DCI) will provide the legal basis and the GEEREF will be incorporated into the Thematic Programme for Environment and Sustainable Management of Natural Resources, including Energy (ENRTP) set out in that Instrument.[14] Funding will be market-driven whilst priority will be given to investments in those countries or regions with renewable energy and energy efficiency policies that are conducive to private sector engagement.
Het GEEREF zal regionale subfondsen ondersteunen voor landen in Afrika bezuiden de Sahara, het Caribisch gebied en de Stille Oceaan (ACS-regio), de landen van het Europees nabuurschap (inclusief Noord-Afrika en de Oost-Europese niet-EU-landen, waaronder Rusland), Latijns-Amerika en Azië (inclusief Centraal-Azië en het Midden-Oosten)[13]. Het nieuwe instrument voor ontwikkelingssamenwerking (DCI) zal de rechtsgrond vormen en het GEEREF zal worden geïntegreerd in het thematische programma voor het milieu en het duurzaam beheer van de natuurlijke hulpbronnen met inbegrip van energie (ENRTP), dat in dat instrument is opgenomen[14]. De financiering zal marktgestuurd zijn waarbij prioriteit zal worden gegeven aan investeringen in de landen en regio’s die een beleid voor hernieuwbare energie en energie-efficiency voeren dat participatie van de particuliere sector bevordert.
