(c) Calls on the Commission, as part of its work within the Joint Committee provided for in Article 9 of the agreement and over and above the objectives referred to in Article 3(1)(b) of the new protocol, to consider adopting measures to bolster the legal framework and financial, technical and human resources for monitoring, control and surveillance activities, with a view to discouraging IUU fishing; calls on the Commission also to support Côte d'Ivoire in its efforts to promote regional cooperation instruments covering inspections at sea, in particular action within the FCWC including the introduction of a regional observer programme tuna fishing and the setting up of a regional fisheries surveillance centre;
(c) dringt er bij de Commissie op aan om in de gemengde commissie als bedoeld in artikel 9 van de overeenkomst, afgezien van de doelstellingen als bedoeld in artikel 3, lid 1, punt b) van het nieuwe protocol, te overwegen ook maatregelen goed te keuren voor de versterking van het wettelijk kader en de uitbreiding van de financiële en technische middelen en de mankracht om de visserij te volgen, controleren en inspecteren teneinde de IOO-visserij te ontmoedigen; dringt er tevens bij de Commissie op aan de stappen van Ivoorkust te steunen om regionale samenwerkingsverbanden op het gebied van controle op zee te bevorderen, met name de acties die zijn ondernomen in CPCO-verband, met inbegrip van de invoering van een regionaal programma voor de waarneming van de visserij op tonijn of de oprichting van een regionaal centrum voor de controle van de visserij;

6. Considers that the Protocol to the Agreement must include the social clause adopted at the plenary meeting of the Committee on social sectoral dialogue 'sea-fishing' on 19 December 2001, so that all fishermen on board EU vessels are guaranteed freedom of association, the right to collective bargaining, the elimination of discrimination, fair remuneration, and living and working conditions for local fishermen which are similar to those for EU fishermen;

The Commission invites therefore the social partners in the sea fishing sector to examine the possibilities of a joint initiative to promote the application within the EU of the provisions of the recent ILO Work in Fishing Convention, 2007 .

In this regard, the debate should further draw on industry opinion through the involvement of the Advisory Committee for Fisheries and Aquaculture (ACFA) and on the involvement of the Social Dialogue Committee in the Sea Fishing Sector, since a well functioning RBM will require strong governance at all levels.

The purpose of this proposal is to amend the existing protocol to the agreement on cooperation in the sea fisheries sector between the European Community and the Islamic Republic of Mauritania. On the basis of the conclusions of the technical working group comprising representatives of the Mauritanian administration and the European Commission, which held technical meetings from 30 June to 2 July and on 14 and 15 July in Nouakchott and from 7 to 10 September 2004 in Brussels, and in the light of the scientific opinions available, the two parties decided at the Joint Committee meetings held on 10 September and on 15 and 16 December 2004 to modify the current fishing opportunities.
De technische werkgroep van vertegenwoordigers van de overheid van Mauritanië en de Europese Commissie heeft tijdens de technische vergaderingen in Nouakchott (30 juni t/m 2 juli en 14 en 15 juli) en in Brussel (7 t/m 10 september 2004) een aantal conclusies bereikt. Op basis van die conclusies en de beschikbare wetenschappelijke adviezen hebben beide partijen tijdens de op 10 september en op 15 en 16 december 2004 in Brussel gehouden vergadering van de gemengde commissie besloten de huidige vangstmogelijkheden te wijzigen.

(2b) The Protocol to the Agreement should include the social clause adopted by the sea fishing industry Social Dialogue Committee meeting in plenary session on 19 December 2001, in order to ensure that all seamen sailing on European Union vessels enjoy freedom of association and the right to collective bargaining, suffer no discrimination, earn a decent wage, and benefit from living and working conditions similar to those of European Union seamen.
(2 ter) Het Protocol bij de overeenkomst moet de sociale clausule bevatten die op 19 december 2001 werd goedgekeurd tijdens de plenaire vergadering van het Comité sociale dialoog voor de visserijsector; deze clausule moet ervoor zorgen dat alle vissers die zijn tewerkgesteld op schepen van de Europese Unie recht hebben op vrijheid van vereniging, collectieve onderhandelingen, niet-discriminatie, een degelijk salaris en gelijkaardige levens- en arbeidsvoorwaarden als deze die gelden voor vissers in de Europese Unie.
