The Commission considers that the excessive deficit has been corrected in a credible and sustainable way and has recommended that the EU Economic and Financial Affairs Council (ECOFIN) close the excessive deficit procedure for Latvia (see MEMO/13/463).

6.2. For the 2009 elections, however, the composition of the Parliament will be different, according to the rules already into force that were agreed and ratified by all Member States (Article 9, paragraph 2 of the Act concerning the conditions of accession of Bulgaria and Romania and the adjustments to the Treaties on which the Union is founded (annexed to the said treaty of accession of 25 April 2005)). This establishes an overall number of 736 MEPS, distributed between the 27 Member States in such a way that all Member States from Latvia upwards (in terms of population), with the exception of Germany, will loose several seats (from a maximum loss of 6 for France, UK and Italy, to a minimum of 1 for all Member States comprised between Sweden and Latvia) compared to the current situation.
6.2. Voor de verkiezingen van 2009 zal de samenstelling van het Parlement echter anders zijn, overeenkomstig de regels die reeds van kracht zijn en die alle lidstaten hebben goedgekeurd en geratificeerd (artikel 9, lid 2 van de Akte betreffende de toetredingsvoorwaarden voor Bulgarije en Roemenië en de aanpassingen aan de verdragen die het fundament van de Unie vormen (gehecht aan het genoemde toetredingsverdrag van 25 april 2005) Deze regels bepalen dat het Parlement in totaal 736 leden zal tellen die zodanig over de 27 lidstaten zijn verdeeld dat alle lidstaten vanaf Letland en groter (wat betreft hun bevolkingsaantal) en met uitzondering van Duitsland enkele zetels zullen verliezen (van een maximumverlies van 6 zetels voor Frankrijk, het Verenigd Koninkrijk en Italië tot een minimum van 1 zetel voor alle lidstaten die tussen Zweden en Letland in zitten) vergeleken met de huidige situatie.

The signature of the Treaty of Accession and of the Final Act by the Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia and Slovakia, paves the way for the ratification procedures that will formalise their membership of the Union on 1 May 2004.

21. Welcomes Latvia's wish to manage future structural aid in a decentralised way; advises the Commission to speed up the process of decentralisation of pre-accession funds, including the application of the partnership principles, in order to support Latvia's preparations in this regard;
