Stresses that the internal rules of the European Parliament offer a sufficient margin of manoeuvre to organise specific forms of differentiation on the basis of political agreement within and among the political groups in order to provide for appropriate scrutiny of the EMU; recalls that Article 3(4) TEU states that ‘the Union shall establish an economic and monetary union whose currency is the euro’, and that Protocol 14 on the Eurogroup refers to ’the need to lay down special provisions for enhanced dialogue between the Member States whose currency is the euro, pending the euro becoming the currency of all Member States’; points out that, if this supposedly transitory situation is to last, an appropriate accountability mechanism for the current euro area and the Member States committed to joining must be considered within Parliament;

The aim of this Decision is to lay down the necessary administrative and technical provisions for the implementation of Decision 2008/615/JHA, in particular as regards the automated exchange of DNA data, dactyloscopic data and vehicle registration data, as set out in Chapter 2 of that Decision, and other forms of cooperation, as set out in Chapter 5 of that Decision.

During the period referred to in Article 10(1) of Regulation (EC) No 1260/2001, C sugar referred to in Article 13 of that Regulation, exported in accordance with the relevant provisions of Commission Regulation (EEC) No 2670/81 of 14 September 1981 laying down detailed implementing rules in respect of sugar production in excess of the quota and brought in to be consumed in Madeira and in the Canary Islands in the form of white sugar falling within CN code 1701 and to be refined and consumed in the Azores in the form of raw sugar falling within CN code 1701 12 10, shall benefit, under the conditions set out in this Regulation, from the exemption from import duties within the limit of the forecast supply balance referred to in Article 2 of this Regulation.

Tijdens de in artikel 10, lid 1, van Verordening (EG) nr. 1260/2001 bedoelde periode geldt voor C-suiker in de zin van artikel 13 van die verordening, welke overeenkomstig de bepalingen ter zake van Verordening (EEG) nr. 2670/81 van de Commissie van 14 september 1981 tot vaststelling van uitvoeringsbepalingen voor de productie buiten de quota in de sector suiker is uitgevoerd en op Madeira of de Canarische Eilanden in de vorm van witte suiker van GN-code 1701 is ingevoerd om er te worden verbruikt en in de vorm van ruwe suiker van GN-code 1701 12 10 op de Azoren is ingevoerd om er te worden geraffineerd en verbruikt, onder de voorwaarden van onderhavige verordening, de regeling inzake vrijstelling van invoerrechten binnen de grenzen van de in artikel 2 van deze verordening bedoelde geraamde voorzieningsbalansen.

Therefore, the rules set out in the present Regulation apply to such measures which form part of the programmes for Objective 2 regions except in so far as Regulation (EC) No 1257/1999 and Commission Regulation (EC) No 1750/1999(7) laying down detailed rules for the application of Regulation (EC) No 1257/1999 provide otherwise.
De in de onderhavige verordening vervatte bepalingen gelden bijgevolg voor dergelijke maatregelen welke deel uitmaken van de programma's voor gebieden van doelstelling 2, behalve wanneer in Verordening (EG) nr. 1257/1999 en in Verordening (EG) nr. 1750/1999 van de Commissie(7), tot vaststelling van uitvoeringsbepalingen van Verordening (EG) nr. 1257/1999, iets anders is bepaald.
