IN-CONTEXT TRANSLATIONS

– having regard to Regulation (EC) No 715/2007 of the European Parliament and of the Council of 20 June 2007 on type approval of motor vehicles with respect to emissions from light passenger and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information, in particular Article 5(3) thereof,
– gezien Verordening (EG) nr. 715/2007 van het Europees Parlement en de Raad van 20 juni 2007 betreffende de typegoedkeuring van motorvoertuigen met betrekking tot emissies van lichte personen- en bedrijfsvoertuigen (Euro 5 en Euro 6) en de toegang tot reparatie- en onderhoudsinformatie, en met name artikel 5, lid 3,

H. whereas draft Commission Regulation (EU) ./. of XXX amending Regulation (EC) No 692/2008 as regards emissions from light passenger and commercial vehicles (Euro 6) (hereafter ‘the draft measure’) states that for the purpose of establishing the quantitative real driving emission (RDE) requirements ‘statistical and technical uncertainties of the measurement procedures should be taken into account’; whereas the draft measure also allows for a margin ‘taking into account the additional measurement uncertainties related to the application of Portable Emission Measurement Systems (PEMS)’;
H. overwegende dat in het ontwerp van verordening (EU) ./.van de Commissie van XXX tot wijziging van Verordening (EG) nr. 692/2008 wat de emissies van lichte personen- en bedrijfsvoertuigen (Euro 6) betreft (hierna "de ontwerpmaatregel" genoemd) wordt gesteld dat er met het oog op de invoering van de vereisten voor emissies onder reële rijomstandigheden (RDE) "rekening gehouden moet worden met statistische en technische onbetrouwbaarheden in de meetprocedures"; overwegende dat de ontwerpmaatregel ook ruimte laat voor een marge "om rekening te houden met de bijkomende, met het gebruik van draagbare emissiemeetsystemen verbonden onbetrouwbaarheden in de meetresultaten";

By Regulation (EU) No 171/2013 (3), the Commission amended Directive 2007/46/EC and Commission Regulation (EC) No 692/2008 of 18 July 2008 implementing and amending Regulation (EC) No 715/2007 of the European Parliament and of the Council on type-approval of motor vehicles with respect to emissions from light passenger and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information (4) as concerns innovative technologies for reducing CO2 emissions from light passenger and commercial vehicles.
Bij Verordening (EU) nr. 171/2013 (3) heeft de Commissie Richtlijn 2007/46/EG en Verordening (EG) nr. 692/2008 van de Commissie van 18 juli 2008 tot uitvoering en wijziging van Verordening (EG) nr. 715/2007 van het Europees Parlement en de Raad betreffende de typegoedkeuring van motorvoertuigen met betrekking tot emissies van lichte personen- en bedrijfsvoertuigen (Euro 5 en Euro 6) en de toegang tot reparatie- en onderhoudsinformatie (4) wat betreft innoverende technologieën ter beperking van de CO2-emissies van lichte personen- en bedrijfsvoertuigen gewijzigd.

As a means to assess systematically the emissions improvements of eco-innovations the Commission should consider the possibility of including eco-innovation measures in the review of test procedures pursuant to Article 14(3) of Regulation (EC) No 715/2007 of the European Parliament and of the Council of 20 June 2007 on type approval of motor vehicles with respect to emissions from light passenger and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information (7), taking into consideration the technical and economic impacts of such inclusion.

Commission Regulation (EC) No 692/2008 of 18 July 2008 implementing and amending Regulation (EC) No 715/2007 of the European Parliament and of the Council on type-approval of motor vehicles with respect to emissions from light passenger and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information (3) requires the Commission to introduce the new test procedure for particle mass and numbers emitted by light duty vehicles.

(16a) This Regulation relates to Regulation (EC) No 715/2007 of the European Parliament and of the Council of 20 June 2007 on type approval of motor vehicles with respect to emissions from light passenger and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information, as supplemented by the proposal for a regulation of the European Parliament and of the Council setting emission performance standards for new passenger cars as part of the Community's integrated approach to reduce CO2 emissions from light-duty vehicles (COM(2007)0856).

This Regulation relates to Regulation (EC) No 715/2007 of the European Parliament and of the Council of 20 June 2007 on type approval of motor vehicles with respect to emissions from light passenger and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information (6) and to Regulation (EC) No 443/2009 of the European Parliament and of the Council of 23 April 2009 setting emission performance standards for new passenger cars as part of the Community’s integrated approach to reduce CO2 emissions from light-duty vehicles (7).

Consistent with the approach under the voluntary commitments adopted by manufacturers, this covers those elements that are taken into account in the measurement of the CO2 emissions of passenger cars in accordance with Regulation (EC) No 715/2007 of the European Parliament and of the Council of 20 June 2007 on type approval of motor vehicles with respect to emissions from light passenger and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information (8).
