In line with the capital structure of entities affiliated to a central body, for the purposes of this Regulation, the Board, or, where relevant, the national resolution authorities, should not be obliged to draw up separate resolution plans solely on the grounds that the central body to which those entities are affiliated is under direct supervision of the ECB.
Voor de toepassing van deze verordening dienen de afwikkelingsraad of, in voorkomend geval, de nationale afwikkelingsautoriteiten te worden verplicht om in overeenstemming met de kapitaalstructuur van entiteiten die bij een centraal orgaan zijn aangesloten aparte afwikkelingsplannen op te stellen louter op grond van het feit dat het centrale orgaan waarbij die entiteiten zijn aangesloten, onder rechtstreeks toezicht van de ECB staat.

Welcomes the submission of the ‘Overview Report on the Results of the Thematic Audit on Management Verifications Conducted by Member States’; observes that the report indicates that the audit authorities display substantial deficiencies: that the reporting lines of the administrative authorities and intermediate bodies display weaknesses, that audits are often purely formal, that public procurement rules are being breached, that the assignment of tasks is not accompanied by training and supervision and that administrative capacities and guidance are lacking, and welcomes the recommendations therein, including simplified cost implementation with simplification seminars in all Member States, enhanced management through dedicated cost verification teams, more on-the-spot controls of beneficiaries, better supervision of delegated bodies and management bodies limiting approvals to what can actually be managed, and action plans whenever deficiencies are found;

In particular, CGD undertakes to restrict the total remuneration to any member of staff, including board members and senior management, to an appropriate level, including all possible fixed and variable components, comprising pensions and in line with Articles 92 and 93 of Directive 2013/36/EU of the European Parliament and of the Council of 26 June 2013 on access to the activity of credit institutions and the prudential supervision of credit institutions and investment firms, amending Directive 2002/87/EC and repealing Directives 2006/48/EC and 2006/49/EC.

In order to follow the approach of Directive 2013/36/EU, this Regulation should take into account standards for the methodology of assessing global systemically important banks and for the higher loss absorbency requirement by the Basel Committee on Banking Supervision, that are based on the framework for global systemically important financial institutions established by the Financial Stability Board following the report ‘Reducing the moral hazard posed by systemically important financial institutions — FSB Recommendations and Time Lines’.
Teneinde de aanpak van Richtlijn 2013/36/EU te volgen, dient deze verordening rekening te houden met de normen voor de methodiek voor het beoordelen van mondiaal systeemrelevante banken en de aangescherpte verliesabsorptie-eis van het Bazels Comité voor bankentoezicht, die zijn gebaseerd op het kader voor mondiaal systeemrelevante financiële instellingen dat is vastgesteld door de Raad voor financiële stabiliteit naar aanleiding van het verslag „Reducing the moral hazard posed by systemically important financial institutions — FSB Recommendations and Time Lines”.

In line with the conclusions of the G-20, the Financial Stability Board and the Basel Committee on Banking Supervision further reforms may be necessary, including the need to build counter-cyclical buffers, "dynamic provisioning", the rationale underlying the calculation of capital requirements in Directive 2006/48/EC and supplementary measures to risk-based requirements for credit institutions to help constrain the build-up of leverage in the banking system.
In lijn met de conclusies van de G20, de Raad voor financiële stabiliteit en het Bazels Comité voor bankentoezicht kunnen verdere hervormingen noodzakelijk zijn, waaronder de nood te zorgen voor anticyclische buffers, "dynamische voorzieningen", de onderliggende ratio voor de berekening van de kapitaalbehoeften in Richtlijn 2006/48/EG en aanvullende maatregelen voor de risicovereisten van kredietinstellingen als bijdrage ter verbetering van de schuld-kapitaal ratio in het bankwezen.
