Enhancing the provision of satellite services in the Community The satellite services which are expected to profit extensively from the proposed framework are: - VSAT (Very Small Aperture Terminals) stations, based on business premises: networks of this kind can consist of thousands of satellite earth stations in various configurations, covering the whole of Europe and more, and are used for data-communications, corporate voice traffic, video conferencing, the transmission of training material etc; in Europe, the use of these networks is foreseen, for example, by the car-industries for communications between their headquarters and their retail outlets, by the oil-industries to connect petrol stations to central credit card verification facilities, and by hotel chains to rationalise common purchasing of supplies. The framework would allow the establishment of such networks with very few lincences: 1 COM(93)652 - satellite based, mobile data communications and fleet management systems, roadhaulage companies with long distance fleets are increasing their flexibility via the use of state-of-the art satellite communciations systems to determine the positions of their vehicles and provide them with the latest dispatch information, no matter where the vehicles are.
Verruiming van het aanbod van satellietdiensten in de Gemeenschap De satellietdiensten waarvan wordt verwacht dat zij het meest van het voorgestelde kader zullen profiteren zijn : - VSAT (Very Small Aparture Terminals) - netwerken van kleine satellietgrondstations die opgesteld staan bij bedrijven : dergelijke netwerken kunnen bestaan uit duizenden satellietgrondstations in uiteenlopende configuraties die heel Europa en zelfs een nog groter gebied bestrijken, en worden gebruikt voor datacommunicatie, zakelijke gesprekken, videoconferentie, het doorgeven van cursusmateriaal enz.; In Europa wordt verwacht dat van deze netwerken gebruik zal worden gemaakt door onder andere de autoconstructeurs voor communicatie tussen het hoofdkwartier en de dealers, de olie-industrie voor het aansluiten van benzinestations op centrale voorzieningen voor de controle van creditcards, alsook door hotelketens om de gezamenlijke inkoopactiviteiten te rationaliseren (1) COM(93)652. De kaderregeling zou het mogelijk maken dergelijke netwerken op te richten met een zeer klein aantal vergunningen; het gaat hierbij om : - Mobiele satellietgrondstations voor datacommunicatie en beheer van het wagenpark; wegvervoerbedrijven die op verre bestemmingen rijden kunnen hun flexibiliteit verhogen door het gebruik van moderne satellietcommunicatiesystemen om de positie van hun wagens te bepalen en deze, ongeacht waar zij zich bevinden, van de recentste routeringsgegevens te voorzien.

(4) Whereas a new generation of innovative systems needs to be developed for the provision of wireless wideband multimedia services, including Internet and other Internet Protocol (I/P) based services, for the provision of flexible and personalised services and for the support of high volume data rates, each combining the use of terrestrial fixed and mobile as well as satellite components; whereas this Decision will apply to satellite components without prejudice to European Parliament and Council Decision 710/97/EC of 24 March 1997 on a coordinated authorisation approach in the field of satellite personal-communication services in the Community (5); whereas there is a need to ensure rapid market access for seamless, global coverage and low cost and innovative service offering through a sufficient level of competition;
(4) Overwegende dat een nieuwe generatie innoverende systemen moet worden ontwikkeld voor de levering van draadloze breedbandmultimediadiensten, met inbegrip van Internet en andere op het Internet Protocol (I/P) gebaseerde diensten, flexibele en gepersonaliseerde dienstlevering en ondersteuning van gegevensstromen met hoge datasnelheid, waarbij het gebruik van vaste en mobiele terrestrische en satellietcomponent wordt gecombineerd; dat deze beschikking van toepassing is op satellietcomponenten zonder afbreuk te doen aan Beschikking nr. 710/97/EG van het Europees Parlement en de Raad van 24 maart 1997 betreffende een gecoördineerde aanpak op het gebied van persoonlijke satellietcommunicatiediensten in de Europese Gemeenschap (5); dat moet worden gezorgd voor een snelle toegang tot de markt om, via voldoende concurrentie, te komen tot een ononderbroken wereldwijde dekking met lage kosten en tot een innoverend dienstenaanbod;

Enhancing the use of satellite services in the Community The amending directive intends to abolish restrictions in : - the provision of all satellite earth station equipment such as Very Small Aperture Terminal (VSAT) equipment for business networks, mobile satellite equipment, Satellite News Gathering units, Direct-to-Home television reception equipment etc, - the provision of satellite services over satellite business networks to allow e.g corporate voice services (not connected to the public switched network), . interactive data services from a central location to retail outlets . videotransmissions for the training of corporate staff located on various sites, . transmission of the content of a daily paper to remote printing locations - the provision of mobile satellite services to allow e.g. tracking of and communications with road haulage fleets or fisheries fleets, the monitoring of dangerous transports, satellite links to aircraft, etc.
Bevordering van het gebruik van satellietdiensten in de Gemeenschap Het wijzigingsvoorstel is gericht op de afschaffing van beperkingen op : - de levering van alle apparatuur voor satellietgrondstations, zoals kleine satellietantennes (VSAT's) voor bedrijfsnetwerken, mobiele satellietapparatuur, apparatuur voor satelliet-nieuwsgaring (SNG) en rechtstreekse satelliettelevisie-ontvangers; - de levering van satellietdiensten via satelliet-bedrijfsnetwerken voor bij voorbeeld : . spraakdiensten voor bedrijven (niet aangesloten op het openbare telefoonnet); . interactieve datadiensten vanuit een centrale locatie naar verkooppunten; . video-uitzendingen voor de opleiding van bedrijfspersoneel op verschillende locaties; . verzending van de inhoud van een dagblad naar printers op afstand; - de levering van mobiele satellietdiensten, bij voorbeeld om vrachtwagens of vissersschepen te volgen en daarmee te communiceren, om gevaarlijke transporten te bewaken of voor satellietverbingen met vliegtuigen.

Satellite personal communications services will provide data and/or voice(and in the future also video) services into a fixed or protable personal terminal, approximately the size of today's terrestrial cellular phones, by means of new types of the satellite systems such as Low Earth Orbit(LEO) constellation of some 40-70 satellites overflying the surface of the earth at around 1000 km. These systems will enable global interconnectivity and mobility via the use of personal communications equipment as a complement to world-wide mobile terrestrial networks (in particular GSM).
Met persoonlijke satellietcommunicatiediensten wordt de transmissie bedoeld van gegevensdiensten en/of spraaktelefonie (en later video) naar vaste of draagbare eindapparatuur - van ongeveer dezelfde grootte als de huidige terrestrische cellulaire telefoons - via een netwerk van 40 à 70 in een lage baan (ongeveer 1000 km) om de aarde geplaatste satellieten. Dank zij zulke systemen met lage omloopbaan wordt, in aanvulling van op het land gebaseerde mobiele netwerken zoals het GSM-systeem, interconnectie en mobiliteit op wereldschaal met behulp van draagbare communicatie-apparatuur mogelijk.
