6. Points out that, while structural reforms may bear fruit in the medium to long term, the need to stimulate the EU’s internal demand requires the Commission and the Council to enhance investment in order to sustain growth and quality jobs in the short term and enhance potential in the medium term; notes that the main objectives have already been defined in the Europe 2020 strategy and in the Compact for Growth and Jobs agreed in June 2012, but that financing must be stepped up; encourages Member States, therefore, to set up an investment package in order to bring about a significant improvement in the short-term economic situation and in the state of affairs on the labour markets of the Member States, as advocated in Parliament’s resolution of 11 September 2013 on ‘Tackling youth unemployment: possible ways out’ ;

The European Council also reiterated its commitment for medium-term financing, to ensure it gives the fair contribution that is necessary for 2020.

On the basis of the Commission's assessment, Belgium is invited to: (i) submit, by 20 September at the latest, an update of the programme including a well founded medium-term budgetary strategy and improve compliance with the data requirements of the code of conduct especially regarding compulsory data; (ii) implement the stimulus measures in line with the EERP as planned while avoiding a further deterioration of the structural balance in 2009 and reverse the expansionary fiscal stance as from 2010 when the economy is expected to improve so as to return to a consolidation path compatible with the long-term sustainability of public finances; (iii) improve the quality of public finances by adopting a more stringent budgetary framework, encompassing binding, multi-annual expenditure ceilings and budgetary agreements among the different government tiers, including the establishment of enforcement mechanisms to ensure the respect of the fiscal targets; and (iv) undertake structural reforms of the social security system, the labour market and product markets to enhance potential growth, increase the employment rate and reduce the budgetary impact of ageing, in order to improve the long-term sustainability of public finances.
In view of the assessment, Austria is invited to (i) implement the stimulus measures, but reverse the expansionary fiscal stance once the economic crisis subsides so as to return to a consolidation path compatible with the long-term sustainability of public finances, (ii) substantiate the intention mentioned in the programme to implement measures deemed necessary to achieve a general government deficit below the 3% of GDP reference value by 2012 at the latest and (iii) further improve the budgetary framework to strengthen fiscal discipline at all levels of government through enhanced transparency and accountability notably by aligning legislative, administrative and financing responsibilities between the different levels of government.

35. Supports further consolidation of the European commitment in Afghanistan and advocates reliable and viable medium-term financing of this task; is in favour of increased efforts to rebuild the international community; in this context attaches particular importance to development of the education system, improving the position of women, girls and children, disarmament and reintegration measures and the development and implementation of economic alternatives to opium cultivation;
35. spreekt zijn steun uit voor de verdere consolidatie van de verplichtingen die Europa in Afghanistan op zich heeft genomen en pleit voor het treffen van een solide en uitvoerbare regeling voor de financiering van deze taken op middellange termijn; is er voorstander van dat er meer werk wordt gemaakt van de wederopbouw van de internationale gemeenschap; hecht in dit verband bijzonder veel belang aan de ontwikkeling van het onderwijsstelsel, de verbetering van de positie van vrouwen, meisjes en kinderen, ontwapenings- en reïntegratiemaatregelen en de ontwikkeling en implementatie van economische alternatieven voor de opiumteelt;

Without calling into question the need to make a distinction between the provision of macro-financial support for short term financing needs (granted however only under the condition of medium and/or long term structural reforms) and budgetary support for medium term developmentstructural adjustment, the Council, in line with the recommendations of the Court of Auditors, sees a need for a more harmonized approach between the different available instruments for financial assistance with macro-economic purposes and for improved transparency and economic monitoring.

Further tax reductions in 1999 should be avoided; Italy the government should intensify its efforts to ensure lasting sound public finances, in particular by maintaining a significant primary surplus, with additional contributions from privatisation receipts; Luxembourg maintain the present sound public finances; Netherlands avoid relaxation of the budgetary stance and take advantage of the present favourable economic conditions to make further reductions in the deficit; Austria ensure tight budgetary control to avoid pressures resulting from pension reforms and changes in the family tax system; Portugal further budgetary adjustment measures should focus on the expenditure, rather than tax increases and interest payment reductions; Finland income tax reductions in 1999 should not be allowed to interrupt the process of budgetary consolidation; Denmark is expected to tighten its budgetary stance over the coming years; Greece full implementation of the measures announced when Greece joined the ERM including medium-term social security reform, privatisation and restructuring of large public enterprises; Sweden efforts to should focus on controlling expenditure, especially transfers to households, and reducing the tax burden; UK rigorous implementation of announced budgetary measures with the aim of medium term economic stability.
