To enable Europol to continue to fulfil the tasks of Europol as established by Decision 2009/371/JHA to the best of its abilities, transitional measures should be laid down, in particular with regard to the Management Board, the Executive Director and staff employed under a contract of indefinite duration as a local staff member concluded by Europol as established by the Europol Convention, who should be offered the possibility of employment as a member of the temporary or contract staff under the Conditions of Employment of Other Servants.

4. In accordance with the Conditions of Employment of Other Servants, the authority referred to in the first paragraph of Article 6 thereof shall offer employment of indefinite duration as a member of the temporary or contract staff to any person who, on 1 May 2017, is employed under a contract of indefinite duration as a local staff member concluded by Europol as established by the Europol Convention.
4. In overeenstemming met de Regeling welke van toepassing is op de andere personeelsleden, biedt de in het eerste lid van artikel 6 van de Regeling genoemde autoriteit aan eenieder die op 1 mei 2017 werkt als plaatselijk personeelslid met een contract voor onbepaalde tijd met Europol als opgericht bij de Europol-overeenkomst, werk voor onbepaalde tijd aan als lid van het tijdelijk of contractueel personeel.

1. The staff of the Agency, including the Chief Executive, shall consist of temporary and contract staff members recruited from among candidates from all participating Member States on the broadest possible geographical basis, and from the Union institutions.

Notes the proposal to boost the library by 28 posts, out of which 13 for the briefing service for members (previously contract staff); can endorse the financing and incorporation of these 13 posts into its establishment plan provided an assurance is given that they will be filled following open competitions and that a corresponding saving is made in the financial envelope for contracts; considers that a further strengthening in terms of funds and human resources of the existing information services should go hand in hand with the development of a user-friendly system, which would allow Members to have easy access to all the information produced in the house; decides to enter the appropriations for the 15 additional posts in the estimates but places half of this amount in reserve pending:

(9c) In Article 27, the following paragraph 3a is inserted: "3a. The Community body shall also send to the Commission and the budgetary authority by 31 March each year at the latest: (a) its draft work programme, (b) its updated multi-annual staff policy plan, established in line with the guidelines set by the Commission, (c) information on the number of officials, temporary and contract staff and national experts for the year n-1 and n as well as an estimate for the year n+1, (d) information on contributions in kind granted by the host Member State to the Community body".
(9 quater) In artikel 27 wordt het volgende lid 3 bis toegevoegd: "3 bis. Het communautair orgaan doet de Commissie en de begrotingsautoriteiten elk jaar uiterlijk op 31 maart ook de volgende documenten toekomen: (a) een ontwerpwerkprogramma, (b) een bijgewerkte meerjarige personeelsplanning, die volgens de richtsnoeren van de Commissie is opgesteld, (c) informatie omtrent het aantal ambtenaren, tijdelijke medewerkers, arbeidscontractanten en nationale deskundigen voor de jaren n-1 en n, alsook een raming voor het jaar n+1, (d) informatie omtrent de bijdragen in natura die de gastlidstaat aan het communautair orgaan verstrekt".
