The challenge is to bring together authorities active in many different fields: customs, police, the military, bio-industry, health communities, academic institutions and bioresearch institutes.
Hiervoor moeten instanties uit zeer uiteenlopende sectoren worden samengebracht: douane, politie, militaire instanties, de bio–industrie, gezondheidsinstanties, academische instellingen en instellingen voor bio-onderzoek.

Persons performing mandatory military service, persons deprived of liberty, persons who, due to a judicial decision, cannot take part in clinical trials, and persons, who due to their age, disability or state of health are reliant on care and for that reason accommodated in residential care institutions, that is accommodations providing an uninterrupted assistance for persons who necessitate such assistance, are in a situation of subordination or factual dependency and therefore may require specific protective measures.

I want to endorse in full what was said by Mr Zemke – without military cooperation, without cooperation on intelligence and without the cooperation of institutions whose role it is to pursue terrorism, we are going to put the health and lives of our citizens at risk.

Considers that, given the increasing numbers of legal actions and measures by public authorities having the effect of a moratorium on the installation of new EMF-transmitting equipment, it is in the general interest to encourage solutions based on negotiations involving industry stakeholders, public authorities, military authorities and residents" associations to determine the criteria for setting up new GSM antennas or high-voltage power lines, and to ensure at least that schools, crèches, retirement homes, and health care institutions are kept clear, within a specific distance determined by scientific criteria, of facilities of this type;

In order to improve the ability of the EU to prevent, respond to and recover from a biological incident or deliberate criminal activity, the coherence of actions in different policy sectors requires that all relevant stakeholders in Member States and at EU level be consulted e.g. national authorities responsible for risk prevention and response, public health (i.e human, animal and plant health), customs, civil protection, law enforcement authorities, the military, bio-industry, epidemiological and health communities, academic institutions and bioresearch institutes.
