* Mobile and personal communications and systems: work carried out to fulfil the objective of integration of various radio and network access technologies contributing to the further longer term evolution towards 4th Generation wireless systems and to the necessity for further development of software re-configurable systems and networks.
* mobiele en persoonlijke communicatie en systemen: hierbij gaat het om activiteiten om te beantwoorden aan de doelstelling van de integratie van verschillende radio- en netwerktoegangstechnologieën, die bijdragen tot de verdere ontwikkeling op lange termijn van draadloze systemen van de vierde generatie en de noodzaak van verdere ontwikkeling van vanuit de programmatuur opnieuw te configureren systemen en netwerken.

On 14 December 1998, the European Parliament and the Council adopted Decision No 128/1999/EC on the coordinated introduction of a third-generation mobile and wireless communications system (UMTS) in the Community (UMTS Decision) covering the frequency bands 1 900-1 980 MHz, 2 010-2 025 MHz and 2 110-2 170 MHz (‘the terrestrial 2 GHz band’).
Op 14 december 1998 hebben het Europees Parlement en de Raad Beschikking nr. 128/1999/EG betreffende de gecoördineerde invoering van de derde generatie van mobiele draadloze communicatiesystemen (UMTS) in de Gemeenschap (UMTS-beschikking) aangenomen, die betrekking heeft op de frequentiebanden 1 900-1 980 MHz, 2 010-2 025 MHz en 2 110-2 170 MHz („de terrestrische 2 GHz-band”).

Building on the experience of mandating procedures gained in specific sectors, for example as a result of the application of Decision No 710/97/EC of the European Parliament and of the Council of 24 March 1997 on a coordinated authorisation approach in the field of satellite personal-communication services in the Community(6) and Decision No 128/1999/EC of the European Parliament and of the Council of 14 December 1998 on the coordinated introduction of a third generation mobile and wireless communications system (UMTS) in the Community(7), technical implementing measures should be adopted as a result of mandates to the CEPT.
Gezien de ervaring met mandaatprocedures in specifieke sectoren, zoals ingevolge Beschikking nr. 710/97/EG van het Europees Parlement en de Raad van 24 maart 1997 betreffende een gecoördineerde aanpak op het gebied van persoonlijke satellietcommunicatiediensten in de Europese Gemeenschap(6) en ingevolge Beschikking nr. 128/1999/EG van het Europees Parlement en de Raad van 14 december 1998 betreffende de gecoördineerde invoering van de derde generatie van mobiele draadloze communicatiesystemen (UMTS) in de Gemeenschap(7), dienen de technische uitvoeringsmaatregelen te worden aangenomen op basis van mandaten aan de CEPT.

Commission Directive 96/2/EC of 16 January 1996 amending Directive 90/388/EEC with regard to mobile and personal communications(11) required Member States to publish every year or make available on request the allocation scheme of radio frequencies, including plans for future extension of such frequencies, but covered only mobile and personal communications services.
Richtlijn 96/2/EG van de Commissie van 16 januari 1996 tot wijziging van Richtlijn 90/388/EEG(11) met betrekking tot mobiele en persoonlijke communicatie (Richtlijn Mobiele Communicatie) verplicht de lidstaten ertoe elk jaar de radiofrequentie-indelingstabel, inclusief de planning voor de toekomstige uitbreiding van de gebruikte frequenties, te publiceren of op verzoek beschikbaar te stellen, doch deze richtlijn heeft uitsluitend betrekking op mobiele en persoonlijke communicatiediensten.
