However, the parties are unlikely to be prevented from gaining a competitive lead over each other where the purpose of the licence is to permit them to develop their respective technologies and where the licence does not lead them to use the same technological base in the design of their products.

Calls on the Commission to set stringent EU targets and establish integrated industrial policies designed to ensure market access and the uptake of energy-efficient technologies, including the development of common technological objectives (such as passive houses), greater use of integrated policy strategies such as lead markets and green public procurement, and supporting regulation in respect of product design and minimum standards;

The Mandate emphasises the need to further develop the design for all approach while developing new services and products as well as the assistive technology approach when required.
