It concerns 1154 redundancies in 593 enterprises operating NACE Revision 2 Division 47, namely (Retail trade, except for motor vehicles and motorcycles) during the nine-month reference period from 1 June 2009 to 28 February 2010.

(A) Whereas this application is in accordance with Article 2b of the EGF regulation and includes 1.154 redundancies that occurred during the reference period of 9 months between 1 June 2009 and 28 February 2010 in 593 enterprises operating in the NACE Revision 2 Division 47 (Retail trade, except for motor vehicles and motorcycles) in the NUTS II region of Aragón;

This autonomous community has a population density of less than the EU average (112 inhabitants per square kilometre); its traditional economy is growing cereals and rearing sheep; its retail trade has suffered 1 154 redundancies from 593 businesses in a nine-month period; 56% of people in its service sector were unemployed in February 2010, 73% of whom were women; 73.9% of workers made redundant were sales assistants in shops and markets; 14.4% were doing unskilled jobs.

Where a T5 control copy must be used as proof of taking-over by the retail trade and has not been returned to the agency holding the security within 12 months following the month of the deadline for the submission of tenders referred to in Article 49(3), owing to circumstances beyond the control of the interested party, that party may lodge a reasoned application with the competent authorities before the expiry of the 15-month time limit referred to in the first subparagraph of paragraph 1 of this Article for equivalence of treatment, together with supporting documents, which must include the transport document and a document proving that the concentrated butter has been taken over by the retail trade’.

This case has already had harmful consequences for the globally oriented part of the European footwear industry and in a few months the consequences will be felt by the retail trade and consumers in the EU who will experience rising prices even before any anti-dumping levy has been introduced.

1. The end-use security shall be released for the quantities for which proof of taking-over by the retail trade is furnished within a maximum of 15 months following the month of expiry of the deadline for the submission of tenders referred to in Article 49(3).
