24. As regards CFSP expenditure which is charged to the general budget of the Union in accordance with Article 41 of the Treaty on European Union, the institutions shall endeavour, in the Conciliation Committee, and on the basis of the draft budget established by the Commission, to secure agreement each year on the amount of the operating expenditure to be charged to the general budget of the Union, and on the distribution of that amount between the articles of the CFSP budget chapter suggested in the fourth paragraph of this Point. In the absence of agreement, it is understood that the European Parliament and the Council shall enter in the budget the amount contained in the previous budget or the amount proposed in the draft budget, whichever is the lower.
24. Ten aanzien van de uitgaven van het GBVB die overeenkomstig artikel 41 van het Verdrag betreffende de Europese Unie ten laste van de algemene begroting van de Unie komen, trachten de instellingen elk jaar in het bemiddelingscomité en op basis van de door de Commissie opgestelde ontwerpbegroting overeenstemming te bereiken over de ten laste van de algemene begroting van de Unie te brengen werkingsuitgaven en de verdeling ervan over de in de vierde alinea van dit punt voorgestelde artikelen van het GBVB-hoofdstuk van de begroting. G. whereas the annual report from the Council on the main aspects and basic choices of the CFSP, presented to Parliament in application of point 43 of the IIA, is limited in scope to the description of CFSP activities, such as common positions, joint actions and implementing decisions,

In addition, the budget administered by the Commission for the CFSP has been increased tremendously, almost ten-fold since 2002. There are currently 11 ESDP missions in the areas of policy, the rule of law and monitoring and two further missions in the military area.
Daarnaast is het budget dat door de Commissie is toegekend aan het GBVB sinds 2002 maar liefst bijna tienmaal zo groot geworden. Op dit moment zijn er elf EVDB-missies op pad op het gebied van beleid, rechtsstaat en waarneming, en twee andere missies op militair terrein.

The Council adopted a Common Position repealing its Common Positions on Angola (2002/495/CFSP), Nigeria (2002/401/CFSP), Rwanda (2002/830/CFSP) and the peace process in the Democratic Republic of the Congo (2003/319/CFSP) in order to harmonise the instruments reflecting the EU policy towards those countries with general practice (15598/04).
