Takes the view that in its draft Strategy Paper and draft Multi-Annual Indicative Programme 2007-2010 for Malaysia the European Commission exceeds its implementing powers laid down in the basic act by selecting as the only focal sector (for which 100% of the funds are earmarked) ‘EU-Malaysia Policy Dialogue Facility on Trade and Investment’, ‘the overall objective of which is to facilitate trade and investment relations between the EU and Malaysia’ and by including two specific objectives for the actions, namely ‘to increase EU market knowledge for the Malaysian business community and vice versa’ and ‘to raise the EU visibility in Malaysia through joint initiatives’; considers that these elements are not in compliance with Article 2(1) and (4) of Regulation (EC) No 1905/2006, as the primary objective of the Country Strategy Paper is not the eradication of poverty, and as these elements do not fulfil the criteria for ODA established by the OECD/DAC;
2. is van mening dat de Commissie met haar ontwerpen voor een strategiedocument en het indicatieve meerjarenprogramma 2007-2010 voor Maleisië de in het basisbesluit bedoelde uitvoeringsbevoegdheden overschrijdt doordat zij als enige concentratiesector (waar 100% van de middelen voor bestemd is) de faciliteit voor de beleidsdialoog tussen de EU en Maleisië over handel en investeringen (met als algeheel doel bevordering van handels- en investeringsrelaties tussen de EU en Maleisië) heeft gekozen en doordat zij twee specifieke doelstellingen heeft toegevoegd, namelijk bevordering van de kennis over de EU-markt bij de Maleisische zakenwereld en omgekeerd, en grotere zichtbaarheid van de EU in Maleisië door middel van gezamenlijke initiatieven; stelt dat deze onderdelen niet stroken met artikel 2, leden 1 en 4 van Verordening (EG) nr. 1905/2006 aangezien de primaire doelstelling van het strategiedocument niet de uitbanning van armoede is en aangezien niet is voldaan aan de criteria voor officiële ontwikkelingshulp van OECD/DAC;
