The Treaty of Lisbon strengthens the solidarity between EU countries in dealing with external threats by introducing a mutual defence clause (Article 42(7) of the Treaty on European Union).
Het Verdrag van Lissabon versterkt de solidariteit tussen EU-landen jegens bedreigingen van buitenaf door een clausule in te voeren betreffende wederzijdse defensie (artikel 42, lid 7 van het Verdrag betreffende de Europese Unie (VEU)).

raising awareness by establishing dedicated mechanisms for the exchange of information between Member States and by coordinating EU actions to deliver strategic communication; building resilience by addressing potential strategic and critical sectors such as cybersecurity, critical infrastructures (Energy, Transport, Space), protection of the financial system, protection of public health, and supporting efforts to counter violent extremism and radicalisation; preventing, responding to crisis and recovering by defining effective procedures to follow, but also by examining the applicability and practical implications of the Solidarity Clause (Article 222 TFEU) and the mutual defence clause (Art. 42(7) TEU), in case a wide-ranging and serious hybrid attack occurs; stepping up the cooperation between the EU and NATO as well as other partner organisations, in a joint effort to counter hybrid threats, while respecting the principles of inclusiveness and autonomy of each organisation's decision making process.

On 22 November 2012, the European Parliament adopted resolution 2012/2223, entitled ‘EU's mutual defence and solidarity clauses: political and operational dimensions’.

2. Reminds Member States that only in a spirit of commitment, mutual understanding and genuine solidarity will the Union be able to fulfil its role as laid down in the Lisbon Treaty and its stated ambition to be a global security provider; recalls, in this connection, that Article 42(7) TEU (‘mutual defence clause’ or ‘mutual assistance clause’), Article 222 TFEU (‘solidarity clause’), and Article 42(6) TEU (permanent structured cooperation), introduced by the Lisbon Treaty, provide the institutional framework for effective solidarity among all the Member States in the field of security and defence of the Union; recalls that those instruments have yet to be implemented; commends, in particular, the Commission and the European External Action Service (EEAS) for the Joint Proposal on the arrangements for the implementation by the Union of the solidarity clause and invites them to assess what this would entail in the event of it being activated to address any challenges at sea or involving maritime assets or infrastructure; urges the Council to swiftly approve this proposal;
2. herinnert de lidstaten eraan dat de EU alleen in een geest van engagement, wederzijds begrip en werkelijke solidariteit erin kan slagen haar rol zoals omschreven in het Verdrag van Lissabon te vervullen en haar ambitie als verschaffer van mondiale veiligheid waar te maken; herinnert er in dit verband aan dat door artikel 42, lid 7, VEU ("clausule inzake wederzijdse defensie"), artikel 222 VWEU ("solidariteitsclausule"), en artikel 42, lid 6, VEU ("permanente gestructureerde samenwerking") die door het Verdrag van Lissabon werden ingevoerd, wordt voorzien in het institutioneel kader voor de daadwerkelijke solidariteit tussen alle lidstaten op het vlak van veiligheid en defensie van de Unie; herinnert eraan dat deze instrumenten nog moeten worden ingevoerd; looft met name de Commissie en de Europese Dienst voor extern optreden (EDEO) voor het gezamenlijk voorstel voor een Besluit inzake de regelingen voor de toepassing van de solidariteitsclausule van de Unie en nodigt hen uit na te gaan wat dit inhoudt als de clausule wordt geactiveerd om uitdagingen op zee of met betrekking tot maritieme capaciteit of infrastructuur aan te pakken; dringt er bij de Raad op aan dit voorstel spoedig goed te keuren;

I. whereas the Treaty of Lisbon introduced Article 42(7) TEU (‘mutual defence clause’ or ’mutual assistance clause’ ) and Article 222 TFEU (‘solidarity clause’) to address such concerns, but almost three years after the treaty entered into force there are still no implementation arrangements to bring these clauses to life;
I. overwegende dat met het Verdrag van Lissabon artikel 42, lid 7, VEU („clausule inzake wederzijdse verdediging”oftewel „wederzijdsebijstandsclausule” ) en artikel 222 VWEU („solidariteitsclausule”) zijn ingevoerd om zulke problemen aan te pakken, doch dat er bijna drie jaar na de inwerkingtreding van het verdrag nog steeds geen uitvoeringsregelingen bestaan om deze clausules tot leven te brengen;

10. Calls on the Commission and the Vice-President/High Representative, before the end of 2012, to make their joint proposal for a Council Decision defining the arrangements for the implementation of the solidarity clause according to the provisions of Article 222(3) TFEU, clarifying in particular the roles and competences of the different actors; calls, in the interest of coherence, for the Political and Security Committee and the Standing Committee on Internal Security to submit a joint opinion on the implementation of the solidarity clause, taking into account the political and operational dimensions of both clauses, including liaison with NATO; notes that the Council should act by qualified majority voting concerning non-military aspects of mutual aid and assistance; underlines the necessity, in this context, of keeping Parliament fully informed;
10. dringt er bij de Commissie en de vicevoorzitter/hoge vertegenwoordiger op aan om voor eind 2012 een gezamenlijk voorstel in te dienen voor een besluit van de Raad houdende regelingen voor de toepassing van de solidariteitsclausule overeenkomstig artikel 222, lid 3, van het VWEU, waarin met name de taken en bevoegdheden van de verschillende spelers worden verduidelijkt; verzoekt het Politiek en Veiligheidscomité en het Permanent Comité binnenlandse veiligheid omwille van de coherentie een gezamenlijk advies uit te brengen over de toepassing van de solidariteitsclausule met inachtneming van de politieke en operationele dimensie van de beide clausules, waaronder contacten met de NAVO; merkt op dat de Raad ten aanzien van niet-militaire aspecten van wederzijdse hulp en bijstand bij gekwalificeerde meerderheid moet besluiten; wijst in dit verband op de noodzaak het Parlement volledig te informeren;

1. Urges the Member States, the Commission and the Vice-President/High Representative to make full use of the potential of all relevant Treaty provisions, and in particular the mutual defence clause and the solidarity clause, in order to provide all European citizens with the same security guarantees against both traditional and non-conventional threats, based on the principles of indivisibility of security and of mutual solidarity among Member States, and taking into account the need for increased cost efficiency and a fair burden-sharing and division of costs;
1. dringt er bij de lidstaten, de Commissie en de vicevoorzitter/hoge vertegenwoordiger op aan dat zij het potentieel van alle relevante Verdragsbepalingen, en met name de clausule inzake wederzijdse verdediging en de solidariteitsclausule, ten volle benutten teneinde alle Europese burgers dezelfde veiligheidsgaranties te bieden tegen zowel traditionele als niet-conventionele bedreigingen, uitgaande van de beginselen van ondeelbaarheid van de veiligheid en wederzijdse solidariteit tussen de lidstaten en met inachtneming van de behoefte aan meer kostenefficiëntie en een eerlijke verdeling van lasten en kosten;

(g) mutual solidarity clause establishing an obligation of aid and assistance by all the means within the power of each Member State towards any other Member State that is a victim of armed aggression on its territory (without prejudice to the security and defence policy of certain Member States or the role played by NATO for certain other Member States) (Article I-41(7));

Welcomes the signature of the Lisbon Treaty, which will introduce major innovations in the field of ESDP, in particular by strengthening the office of High Representative, establishing a European External Action Service and introducing an article on mutual defence assistance, a solidarity clause, permanent structured cooperation in the field of defence and an extension of the ‘Petersberg tasks’; hopes that the ratification process will be completed successfully and in a timely fashion in all Member States; congratulates those Member States that have already ratified the Lisbon Treaty; points out that Parliament will fulfil its responsibilities under the current Treaty and will closely monitor the implementation of any new innovations;
