The Commission proposal for strict separation of infrastructure and transport fails to take account of the special position of the host of small and medium-scale railway infrastructure set-ups, such as local railways, historic railways, narrow-gauge railways, port railways and mine railways, which are mainly integrated undertakings, but of no strategic importance for the operation of the European rail transport market.
Het Commissievoorstel inzake een strikte scheiding van infrastructuur en vervoer gaat voorbij aan de bijzondere situatie van het grote aantal kleine en middelgrote spoorweginfrastructuren (zoals bv. lokaalspoorwegen, historische spoorwegen, smalspoor, havenspoor of mijnspoorwegen), die gewoonlijk als geïntegreerde ondernemingen zijn georganiseerd, maar niet van strategisch belang zijn voor de werking van de Europese spoorwegmarkt.
