Major improvements to EU agriculture rules will come into force on 1 January 2018 following the adoption by the Council of agriculture ministers and the European Parliament of the agriculture and rural development part of the so-called Omnibus regulation.

Het Comité juicht het toe dat Moldavië onlangs de laatste hand heeft gelegd aan een wettelijk en institutioneel kader voor regionale ontwikkeling, zoals de EU-lidstaten dat ook kennen. Het is positief dat er ontwikkelingsregio's in het leven zijn geroepen. Deze functionele territoriale eenheden vormen een raamwerk voor de planning, evaluatie en tenuitvoerlegging van het regionale ontwikkelingsbeleid, dat aansluit bij de nomenclatuur van territoriale eenheden voor de statistiek van de EU (NUTS). Ook is het goed dat er op nationaal niveau een nationale raad voor de coördinatie van regionale ontwikkeling en een nationaal fonds voor regionale ontwikkeling in het leven zijn geroepen, die jaarlijks 1 % van de overheidsinkomsten ontvangen (circa 8 miljoen euro in 2010). Het is belangrijk dat de verdeling van de middelen uit het fonds is gebaseerd op een transparant en duurzaam systeem voor de financiering van regionale ontwikkeling.
