IN-CONTEXT TRANSLATIONS

To this end, the Commission will examine (i) what needs to be done to address the differences between existing equivalent powers and independence for national regulators and (ii) whether existing forms of collaboration between national regulators and national grid operators are adequate, or whether a closer level of collaboration is needed – with for example a European energy regulator to look at cross-border issues.

[2] The European Council agrees in its conclusions to the establishment of an independent mechanim for national regulators to cooperate and take decisions on important cross-border issues, whereas the adopted Vidal Quadras report states that the EP "Welcomes the Commission's proposal to enhance cooperation between national regulators at EU level, through a EU entity, as a way to promote a more European approach to regulation on cross-border issues; underlines that the Commission should play a determining role, whilst not undermining the independence of regulators; believes that decisions by the regulators should be made on specifically defined technical and trade issues and on an informed basis considering, when appropriate, the views of TSOs and other relevant stakeholders, and should be legally binding; ".
[2] In zijn conclusies betuigt de Europese Raad zijn instemming met de oprichting van een onafhankelijk mechanisme waarin de nationale regelgevers samenwerken en beslissingen nemen over belangrijke grensoverschrijdende kwesties, terwijl in het aangenomen Vidal Quadras-rapport gunstig wordt gereageerd op het voorstel van de Commissie om de samenwerking tussen de nationale regelgevers op EU-niveau via een EU-entiteit te versterken, als een middel om een meer Europese aanpak voor regulering met betrekking tot grensoverschrijdende kwesties te ontwikkelen. In het rapport wordt onderstreept dat de Commissie een beslissende rol moet spelen zonder dat de onafhankelijkheid van de regelgevers wordt ondermijnd. As we are aware, the rules and regulations which apply are the responsibility of the Member States on whose territory the Joint Research Centres lie, but the legislation in some States, particularly in Italy, on the final storage of waste is still at the preparation stage. The absence of national regulations and the uncertainty regarding the actual volume of waste may create fresh financial problems which will have to be taken into consideration.
Zoals wij weten, worden de toepasselijke voorschriften vastgesteld door de lidstaten waar de Gemeenschappelijke Instituten voor Onderzoek gevestigd zijn. In sommige landen, en met name Italië, is de wetgeving inzake de definitieve opslag van het afval echter nog niet afgerond. Door het uitblijven van nationale regelgeving en gezien de onzekerheid ten aanzien van de werkelijke hoeveelheid afval kunnen er nieuwe financiële problemen rijzen, en ook daar zal rekening mee moeten worden gehouden.

The Commission is currently considering this general issue and the differing national regulations in this domain with its Expert Group on commercial communications. Following the opinions of the national experts involved it hopes to present a Communication on this issue later this year.
De Commissie onderzoekt op dit ogenblik met haar groep van deskundigen inzake commerciële communicatie dit algemene probleem en de verschillende nationale bepalingen terzake.
