2. Upon request by the European Union reference laboratory or national reference laboratory, official laboratories shall take part in inter-laboratory comparative tests or proficiency tests that are organised for the analyses, tests or diagnoses they perform as official laboratories.

Op verzoek van een referentielaboratorium van de Europese Unie of een nationaal referentielaboratorium nemen de officiële laboratoria deel aan vergelijkend interlaboratoriumonderzoek of ringonderzoek dat wordt verricht voor de analyses, tests of diagnoses die zij als officiële laboratoria verrichten.

Calls on the Commission to introduce in all relevant EU legislation appropriate testing requirements for the identification of substances with endocrine-disrupting properties; considers that the most recently validated and internationally recognised testing methods – such as those developed by the OECD, the European Union Reference Laboratory for Alternatives to Animal Testing (EURL ECVAM) or the US Environmental protection Agency (EPA) Endocrine Disruptor Screening Program – must be implemented; notes that the OECD programme of testing methods covers sex hormones and thyroid hormones as well as steroidogenesis; points out, on the other hand, that there are no tests for many other areas of the endocrine system, e.g. insulin and growth hormones; considers that testing methods and guidance documents should be developed so as to take better account of endocrine disrupters, possible low-dose effects, combination effects and non-monotonic dose-response relationships, in particular with regard to critical windows of exposure during development;
11. dringt er bij de Commissie op aan om in alle EU-wetgeving op dit gebied passende onderzoeksvereisten op te nemen voor het identificeren van stoffen met hormoonontregelende eigenschappen; is van mening dat de modernste en internationaal erkende testmethoden, zoals die zijn ontwikkeld door bijvoorbeeld de OESO, het European Union Reference Laboratory for Alternatives to Animal Testing (EURL ECVAM) of in het kader van het programma voor screening van hormoonontregelaars van het Environmental Protection Agency van de VS (US EPA), moeten worden toegepast; merkt op dat de OESO-testmethoden onder meer betrekking hebben op geslachtshormonen, schildklierhormonen en steroïdeproductie; merkt anderzijds op dat er geen tests bestaan voor veel andere deelgebieden van het endocriene stelsel, zoals voor insuline of groeihormonen; is van oordeel dat testmethoden en richtsnoeren zodanig ontwikkeld moeten worden dat beter rekening wordt gehouden met hormoonontregelende stoffen, de mogelijke effecten van blootstelling aan geringe doses, combinatie-effecten en niet-monotone dosis-responsrelaties, met name in samenhang met kritische perioden tijdens de ontwikkeling;

(b) het coördineren van de toepassing van de onder a) bedoelde methoden door de nationale referentielaboratoria, in het bijzonder door regelmatig vergelijkend interlaboratoriumonderzoek te organiseren en aan dat vergelijkend onderzoek een passend vervolg te geven, overeenkomstig internationaal erkende protocollen indien beschikbaar; de bevoegde autoriteiten op de hoogte brengen van het verloop en de resultaten van voornoemd vergelijkend interlaboratoriumonderzoek;

Such methods should be intra-laboratory validated and successfully tested under a recognised proficiency test scheme.
Deze methoden moeten bij een intralaboratoriumonderzoek zijn gevalideerd en met succes zijn getest in het kader van een erkend stelsel van proficiencytests.

5. Tests performed should comply with the relevant requirements of protection of laboratory animals, set out in Council Directive 86/609/EEC of 24 November 1986 on the approximation of laws, regulations and administrative provisions of the Member States regarding the protection of animals used for experimental and other scientific purposes , and, in the case of ecotoxicological and toxicological tests, good laboratory practice, set out in Directive 2004/10/EC of the European Parliament and of the Council of 11 February 2004 on the harmonisation of laws, regulations and administrative provisions relating to the application of the principles of good laboratory practice and the verification of their application for tests on chemical substances or other international standards recognised as being equivalent by the Commission or the Agency.
5. De uitgevoerde tests moeten voldoen aan de relevante eisen inzake de bescherming van proefdieren die worden vermeld in Richtlijn 86/609/EEG van de Raad van 24 november 1986 inzake de onderlinge aanpassing van de wettelijke en bestuursrechtelijke bepalingen van de lidstaten betreffende de bescherming van dieren die voor experimentele en andere wetenschappelijke doeleinden worden gebruikt en, wanneer het gaat om ecotoxicologische en toxicologische tests, aan de goede laboratoriumpraktijk die wordt beschreven in Richtlijn 2004/10/EG van het Europees Parlement en de Raad van 11 februari 2004 betreffende de onderlinge aanpassing van de wettelijke en bestuursrechtelijke bepalingen inzake de toepassing van de beginselen van goede laboratoriumpraktijken en het toezicht op de toepassing ervan voor tests op chemische stoffen of andere internationale normen die door de Commissie of het Agentschap als gelijkwaardig worden erkend.
