Takes the view that, in the draft Special Measure for Iraq for 2007, the Commission exceeds the implementing powers laid down in Regulation (EC) No 1905/2006 by selecting as one of the areas of intervention a "Feasibility Study for the Akkas Gas Field", the overall objective of which is "to study the conditions for exploration of the Akkas Gas Field in western Iraq in view of linking its output to the Syrian gas pipeline network", and further "to integrate this project if possible in the workings of the Euro-Arab Mashreq Gas Market Project"; points out that "the study will take into consideration the future interest of the Mashreq neighbours and of the EU in integrating the output of the wells into the Euro-Mashreq gas market", and that "this integration will open a large potential market for the Akkas fields' production and allow a first integration of the Iraq natural gas with the regional and European market", and therefore considers that this objective is not in compliance with Article 2(1) and (4) of Regulation (EC) No 1905/2006, in that the primary objective of the proposed Special Measures is not the eradication of poverty and in that the stated objectives do not fulfil the criteria for ODA established by the OECD/DAC;
2. is van mening dat de Commissie in het ontwerp van bijzondere maatregel voor Irak voor 2007 de in Verordening (EG) nr. 1905/2006het basisbesluit bedoelde uitvoeringsbevoegdheden overschrijdt door als een van de gebieden waarop dienen maatregelen te worden genomen het "Haalbaarheidsonderzoek voor het Akkas-aardgaswinningsveld" te kiezen, dat als algemeen doel heeft "de voorwaarden te bestuderen voor de exploratie van het Akkas-gaswinningsveld in West-Irak om de productie daarvan aan het Syrische netwerk van gaspijpleidingen te koppelen" en verder "dit project zo mogelijk te integreren in het functioneren van het Euro-Arabische Mashrek-gasmarktproject"; wijst erop dat "bij de studie rekening zal worden gehouden met de toekomstige belangen van de naburige Mashrek-landen en van de EU door integratie van de productie van de gasbronnen in de Euro-Arabische Mashrek-gasmarkt" en dat "deze integratie een grote potentiële markt zal ontsluiten voor de productie van het Akkas-veld en zal leiden tot een eerste integratie van het Iraakse aardgas op de regionale en Europese markt"; en is van oordeel dat dit doel derhalve niet strookt met het bepaalde in artikel 2, leden 1 en 4, van Verordening (EG) nr. 1905/2006, aangezien het primaire doel van de voorgestelde bijzonder maatregelen niet de uitbanning van armoede is en aangezien de vermelde doelstellingen niet voldoen aan de criteria voor ODA welke door de OECD/DAC zijn vastgesteld;

Finally, there will be the European transnational networks initiative that will help authorities planning transport and energy infrastructure and make them take account of the telecom needs as well, because deploying DACs and DAC fibre alongside this infrastructure may reduce the future telecom costs by 80 %, so it will be very important to foresee the exploitation of synergies when making this kind of investment.
Tot slot is er het initiatief Europese transnationale netwerken met behulp waarvan autoriteiten de vervoers- en energie-infrastructuur kunnen plannen en dat hen tevens bewust maakt van de telecommunicatiebehoeften. Door de introductie van DAC’s (ofwel dual-attachment concentrators ) en DAC’s voor glasvezel naast deze infrastructuur kunnen de telecommunicatiekosten in de toekomst wellicht met 80 procent worden teruggebracht. Daarom is het erg belangrijk bij dit soort investeringen van de aanwezige synergieën te profiteren.

Last May’s evaluation by the OECD/DAC Evaluation Network on the basis of seven countries advises caution with regard to the assessment of budget support, stating that it is still too soon to carry out any real evaluation of this young instrument.
Sinds mei vorig jaar is het resultaat van het onderzoek door het evaluatienetwerk van de OESO/DAC met resultaten van de begrotingssteun in zeven landen beschikbaar, en daarin wordt gesuggereerd om bij de beoordeling voorzichtig te werk te gaan, omdat het nog te vroeg is om dit jonge instrument al werkelijk te beoordelen.

Considerable joint donor work on governance indicators is currently underway via the OECD/DAC's network on governance (GOVNET), where all major donors are represented.
