Underlines that end to end quality of service prioritisation alongside best effort delivery could undermine the principle of net neutrality; calls on the Commission and regulators to monitor these trends and, if appropriate, to deploy the quality of service obligation tools set out in Article 22 of Directive 2002/22/EC on universal service and users’ rights relating to electronic communications networks and services, and if necessary to consider additional EU legislative measures;

(b) toepassing van technologie- en dienstenneutraliteit bij het gebruik van spectrum voor elektronische communicatienetwerken en -diensten, overeenkomstig artikel 9 van Richtlijn 2002/21/EG (de kaderrichtlijn) als gewijzigd bij Richtlijn 2009/140/EG, en in de mate van het mogelijke ook voor andere sectoren en toepassingen, teneinde een efficiënt gebruik van het spectrum te bevorderen, met name door meer flexibiliteit en innovatie te stimuleren;

– (PT) I voted for this report as I agree that the Commission should take responsibility for ensuring the monitoring and funding of projects in the following areas: new investment in research and the development and deployment of renewable energy, in energy efficiency, especially in the European building stock, as well as in resource-use efficiency more generally; strengthening the European energy network by interconnecting national networks and distributing power from major centres of renewable energy production to consumers, as well as introducing new forms of energy storage and the European High Voltage Direct Current (HVDC) ‘super-grid’; promoting EU space-based infrastructures in the area of radio navigation and earth observation in order to foster the provision of new EU services and the development of innovative applications, as well as to facilitate implementation of EU legislation and policies; providing fast Internet access throughout the Union, ensuring the rapid execution of the EU’s digital agenda and providing all citizens with reliable, free access.

– (PT) I voted for this report because I believe that the Commission should ensure the steering and financing of projects in the following fields: (1) the research, development and deployment of renewable energy; (2) strengthening the European energy network, along with using new forms of energy storage and the European High Voltage Direct Current (HVDC) ‘super-grid’; (3) promoting space infrastructure in the EU in the field of radio navigation and earth observation; (4) providing fast Internet access; (5) developing EU leadership in the field of e-Health; (6) completing the development of, and creating common standards for, electric mobility.
