The future regional programmes and the national employment programmes will seek to target resources notably in the less prosperous regions where Community resources will be concentrated: on developing more and better jobs through investments in training and in the creation of new activities, by encouraging innovation and the growth of the knowledge economy by reinforcing research capacities and innovation networks, including the exploitation of the new information and communication technologies and, on improving the attractiveness of regions through infrastructure provision.

- To maximise the benefits of modern technologies : the rapid development of new information and communication technology (video conferencing, electronic mail and above all the Internet) is affecting the way company information is stored and disseminated [8], as well as the way corporate life is conducted (e.g. virtual general meetings, video-link board meetings, exercise of cross-border voting rights).

All over the world the way is being paved for a new economy and societies are increasingly driven by information and knowledge. Yet although its citizens are amongst the best educated in the world and its education and training systems rank amongst the best in the world, and although it has the necessary investment capacity, Europe has major weaknesses and is well behind the United States in the use of the new information and communication technologies. This affects mainly four areas:

AC. whereas the web portal of the Committee on Petitions was launched on 19 November 2014, with a year’s delay, to replace the electronic platform for filing petitions previously available on the Europarl portal, and was conceived in order to promote the right to petition and enhance citizens’ active participation in the life of the EU; whereas this portal, not yet fully operational, has been designed to provide an integrated solution covering the specific needs of the petition process, giving EU citizens wishing to file a petition an internet tool better suited to their needs, with a real time follow-up of the various stages of their petitions; whereas several shortcoming have been identified, especially with regard to the search function, that undermine the role of the portal as a public register of petitions, and whereas the second phase, aimed at resolving all the existing loopholes, should have already been concluded; whereas the portal can help improve the service and its visibility for citizens and Committee members, and will act as an electronic register (planned in Rule 216(4) of Parliament’s Rules of Procedure) allowing citizens to file and keep track of petitions, and to affix their electronic signature to their own petitions; whereas the new portal is intended to make the petition procedure more transparent and interactive, and administrative aspects more efficient, in the interest of petitioners, Members and the general public; whereas the web portal should be the tool by which means transparency in the petition process can be increased, petitioners' access to information enhanced and citizens sensitized to the capacity and possibilities of the Committee on Petitions to help them to redress their situation; emphasises that the use of new information and communication technology should be increased and further stimulated in order to bring the Committee’s work closer to the citizens;

The failure to adopt what is today commonly known as a 2nd-generation ODR (Online Dispute Resolution) system in which the technology (inherent to this platform) plays an active role and functions as a genuine fourth party (in addition to the two parties and the mediator/arbitrator) in the online consumer dispute resolution process; this would enable the parties to communicate remotely, in real time or with a time lag, via the new information and communication technologies, instead of all parties having to be physically present.

Points out that the advent of the Information Society is imposing new responsibilities on those who provide information and communication, and is creating new ways for citizens, from particularly vulnerable population groups (elderly people, people with disabilities, those living alone or in social difficulties, etc.) to exercise their rights, which enable them to benefit to the full from the spread of new information and communication technologies (ICT);
