In parallel, special attention needs to be paid to the expansion of bilateral trade agreements that may jeopardise further developing countries’ interests, through the enactment of so-called ‘TRIPS plus’ standards for IPRs. It is essential to ensure that the EU refrains from pushing developing countries, especially LDCs, to accept through bilateral agreements far-reaching IP standards regarding seeds/agriculture and health/medicines.

This communication, presented by Development and Humanitarian Aid Commissioner Louis Michel in association with Environment Commissioner Stavros Dimas and External Relations Commissioner Benita Ferrero-Waldner, aims to provide for a broader range of actions through dialogue and exchange as well as practical cooperation between EU and the developing countries.

This is one of the biggest international RD efforts against AIDS, malaria and tuberculosis ever mounted and it is unique in that it fully associates developing countries from the very beginning.

At the end of 2000 the EU was allocating EUR 9 300 million in commitment appropriations and EUR 5 600 million in payment appropriations per annum to cooperation with third countries, with the bulk of this aid focused on five main areas, namely: the European Development Fund (EDF) for the ACP countries; the Asian and Latin American developing countries (ALA); Mediterranean third countries (MEDA); assistance for the countries of central and eastern Europe (PHARE); and technical assistance for the Commonwealth of Independent States (TACIS). These amounts did not include ECHO-managed humanitarian aid, the macrofinancial assistance managed by the Directorate-General for Economic and Financial Affairs or the new SAPRA and ISPA pre-accession instruments.

She stressed that the Parties should now concentrate on other important objectives in the framework of the Basel Convention such as technology transfer, training and education of waste managers in developing countries etc. Furthermore, she called upon all Parties, both developed and developing countries, as well as NGO's and Industry Associations to join their efforts for environmentally sound waste management throughout the world, which constitutes one of the biggest environmental challenges of today.
