In line with the growth projections of world trade, EU-related emissions from shipping are expected to increase further by 51% by 2050 compared to 2010-levels (+86% by 2050 compared to 1990-levels) despite the adoption of minimum ship efficiency standards for new ships by the International Maritime Organisation (IMO) in 2011[2].

(2) In July 2011, the International Maritime Organisation (IMO) adopted technical and operational measures, in particular the Energy Efficiency Design Index (EEDI) for new ships and the Ship Energy Efficiency Management Plan (SEEMP), which will bring improvement in terms of reducing the expected increase in greenhouse gas emissions, but alone cannot lead to the necessary absolute emission reductions of greenhouse gases from international shipping to keep efforts in line with the global objective of limiting increases in global temperatures to 2°C.
(2) In juli 2011 heeft de Internationale Maritieme Organisatie (IMO) technische en operationele maatregelen goedgekeurd, in het bijzonder de "Energy Efficiency Design Index" (EEDI) voor nieuwe schepen en het "Ship Energy Efficiency Management Plan" (SEEMP), die tot verbetering zullen leiden in de vorm van een vermindering van de verwachte toename van broeikasgasemissies, maar die op zichzelf niet kunnen leiden tot de benodigde absolute vermindering van de uitstoot van broeikasgassen door de internationale scheepvaart die benodigd is om te voldoen aan de wereldwijde doelstelling voor de beperking van de wereldwijde temperatuurstijging tot 2 °C.

In light of the global nature of the liner shipping industry, the Commission should take the appropriate steps to advance the removal of the price fixing exemption for liner conferences that exist elsewhere whilst maintaining the exemption for operational cooperation between shipping lines grouped in consortia and alliances, in line with the recommendations of the OECD Secretariat in 2002.
Gelet op het internationale karakter van de lijnvaartsector zal de Commissie alle passende initiatieven nemen om de opheffing te bevorderen van de prijsvaststelling voor lijnvaartconferences die elders bestaan, waarbij de vrijstelling voor operationele samenwerking tussen scheepvaartondernemingen die consortia en allianties vormen, behouden blijft, overeenkomstig de aanbevelingen van het secretariaat van de OESO in 2002.
