Emphasises that that the construction of the Nord Stream gas pipeline is the most strategically significant project in the Region at present and will have far-reaching effects on its environment; thus regrets that the above-mentioned Strategy and Action Plan fail to deal specifically with the construction of the Nord Stream gas pipeline and other similar projects and their environmental consequences;

Is of the opinion that Nord Stream is an infrastructure project with a wide political and strategic dimension for both the EU and Russia; understands the concerns expressed by EU Member States regarding the construction and maintenance of the pipeline; underlines that the ability of small littoral states to act as security providers in the Baltic Sea region cannot be seen in isolation from the EU's ability to act as a unified entity and to speak with one voice on energy issues, and recalls its resolution of 26 September 2007 on a common European foreign policy on energy; underlines that Decision 1364/2006/EC (incorporating the TEN-E guidelines) recognises Nord Stream to be a project of European interest that would help to meet the EU’s future energy needs; stresses that this project, together with other complementary pipelines, such as the Yamal II and Amber, should be planned in the spirit of a common European foreign policy on energy and should take fully into account their impact on the environment and on the security of the EU Member States;
1. is van mening dat Nord Stream een infrastructureel project is met een brede politieke en strategische dimensie voor zowel de EU als Rusland; neemt kennis van de bezorgdheid van EU-landen over de aanleg en het onderhoud van de pijplijn; onderstreept dat de rol van kleine kuststaten in het bieden van veiligheid in het Oostzeegebied niet los gezien kan worden van het vermogen van de EU om als een vereend geheel op te treden en met één stem te spreken over energieaangelegenheden, en herinnert aan zijn resolutie van 26 september 2007 over een gemeenschappelijk Europees extern energiebeleid; onderstreept dat Beschikking 1364/2006/EG (waarin de TEN-E richtsnoeren zijn opgenomen) het project aanmerkt als een project van Europees belang, dat zal bijdragen in de voorziening in de toekomstige energiebehoeften van de EU; Benadrukt dat dit project, samen met de aanleg van andere pijplijnen, zoals Yamal II en Amber, moet worden gepland in de geest van een gemeenschappelijk Europees buitenlands beleid inzake energie en volledig rekening moet houden met de impact ervan op het milieu en de veiligheid van de lidstaten van de EU;

Underlines the importance of a thorough, independent and objective environmental impact assessment of Nord Stream, particularly given the fragility of the Baltic seabed; is of the opinion that full account should be taken of all relevant environmental and safety aspects in the preparation, construction and operational phases of any gas pipeline in the Baltic Sea; emphasises that a final judgment of the environmental effects of Nord Stream can only be made after the completion of the impact assessment;
6. onderstreept het belang van een grondige, onafhankelijke en objectieve milieueffectbeoordeling van Nord Stream, vooral gezien de kwetsbaarheid van de Oostzeebodem; is van mening dat er ten volle rekening moet worden gehouden met alle relevante milieu- en veiligheidsaspecten tijdens de voorbereidings-, constructie- en exploitatiefase van welke gaspijplijn in de Oostzee dan ook; benadrukt dat een uiteindelijke beoordeling van de milieugevolgen van Nord Stream pas kan plaatsvinden na voltooiing van de effectrapportage;
