Om dit te bereiken moet, zoals de heer Õry in zijn verslag voorstelt, ten minste 25 procent van alle langdurig werklozen in aanmerking komen voor een actieve arbeidsmarktmaatregel, in de vorm van bijscholing, opleiding en/of omscholing.
