6. The European Union's contribution could take the following forms: (a) Early warning: - exchange of information or communications covering aspects of specific crises or countries where tensions are in evidence; - training of analysts for the OAU General Secretariat; - organization of seminars; - financial support for technical and material assistance (b) Preventive diplomacy: - encouraging the setting-up of crisis-tracking groups by offering good offices and possibly one-off financial support; - organization of seminars and fora for the discussion of preventive diplomacy; - assistance with staff for the organization of missions (c) Peacekeeping: insofar as a role is envisaged for the OAU, at its own request, pursuant to a decision of the UN Security Council, the EU will examine any support it could provide, in particular via the WEU where appropriate. 7. The EU, aware of the fact that the WEU has already begun discussing the possibility of supporting the European Union's contribution, invites it to inform the EU of the outcome.
6. De bijdrage van de Europese Unie kan de volgende vormen aannemen : a) Vroegtijdig alarmeren : - uitwisseling van informatie of doorgeven van gegevens over specifieke crisissen, mede over landen waar zich spanningen voordoen ; - opleiding van analisten voor het Secretariaat-Generaal van de OAE ; - organisatie van studiebijeenkomsten ; - financiële ondersteuning voor technische en materiële bijstand. b) Preventieve diplomatie : - stimuleren van de oprichting van groepen ter begeleiding van crisissituaties door bemiddeling aan te bieden en, in voorkomend geval, specifieke financiële steun ; - organisatie van studiebijeenkomsten en uitwisselingsfora inzake preventieve diplomatie ; - personele hulp voor de organisatie van missies. c) Vredeshandhaving : indien op verzoek van de OAE gedacht wordt aan een rol van die organisatie in het kader van een besluit van de Veiligheidsraad van de Verenigde Naties, zal de EU bestuderen welke hulp zij eventueel kan bieden, waarbij in voorkomend geval een beroep wordt gedaan op de WEU. 7. De EU is zich ervan bewust dat de WEU zich reeds is gaan beraden over de mogelijkheid de bijdrage van de Europese Unie te ondersteunen en verzoekt de WEU haar de resultaten daarvan mee te delen.
