3. In order to support Member States eligible for funding from the Cohesion Fund which may experience difficulties in designing projects that are of sufficient maturity and/or quality and which have sufficient added value for the Union, particular attention shall be given to programme support actions aimed at strengthening institutional capacity and the efficiency of public administrations and public services in relation to the development and implementation of projects listed in Part I of Annex I. To ensure the highest possible absorption of the transferred funds in all Member States eligible for funding from the Cohesion Fund, the Commission may organise additional calls.
3. Ter ondersteuning van lidstaten die in aanmerking komen voor steun uit het Cohesiefonds en die moeite hebben om projecten uit te werken welke voldoende rijp zijn, voldoende kwaliteit bieden en voldoende meerwaarde voor de Unie opleveren, wordt bijzondere aandacht besteed aan programmaondersteunende acties die gericht zijn op de versterking van de institutionele capaciteit en efficiëntie van overheidsinstanties en overheidsdiensten die zich bezighouden met de ontwikkeling en de uitvoering van de in deel I van bijlage I vermelde projecten. The Commission should support Member States eligible for financing from the Cohesion Fund in their efforts to develop an appropriate pipeline of projects, in particular by strengthening the institutional capacity of the public administrations concerned and by organising additional calls for proposals, while ensuring a transparent process for the selection of projects.
