Council Decision 2007/198/Euratom established the European Joint Undertaking for ITER and the Development of Fusion Energy (‘Joint Undertaking’) in order to make available the contribution of the European Atomic Energy Community (‘Euratom’) to the ITER International Fusion Energy Organisation and to the Broader Approach Activities with Japan, as well as to prepare and coordinate a programme of activities in preparation for the construction of a demonstration fusion reactor and related facilities.

‘innovation clusters’ means structures or organised groups of independent parties (such as innovative start-ups, small, medium and large enterprises, as well as research and knowledge dissemination organisations, non-for-profit organisations and other related economic actors) designed to stimulate innovative activity through promotion, sharing of facilities and exchange of knowledge and expertise and by contributing effectively to knowledge transfer, networking, information dissemination and collaboration among the undertakings and other organisations in the cluster;

To guarantee full transparency and non-discrimination of access to the service facilities referred to in points 2(a), (b), (c), (d), (g) and (i) of Annex II, and the supply of services in these facilities where the operator of such a service facility is under direct or indirect control of a body or firm which is also active and holds a dominant position in national railway transport services markets for which the facility is used, the operators of these service facilities shall be organised in such a way that they are independent of this body or firm in organisational and decision-making terms.

Ter waarborging van een volledig transparante en niet-discriminerende toegang tot de in bijlage II, punt 2, onder a), b), c), d), g) en i), bedoelde dienstvoorzieningen, en van de dienstverlening in deze voorzieningen ingeval de exploitant van de dienstvoorzieningen onder de directe of indirecte zeggenschap staat van een instantie of een onderneming die ook actief is en een machtspositie heeft op nationale markten voor spoorvervoersdiensten waarvoor de voorziening wordt gebruikt, zijn de exploitanten van deze dienstvoorzieningen op zodanige wijze georganiseerd, dat zij organisatorisch en wat de besluitvorming aangaat, onafhankelijk zijn van deze instantie of onderneming.

2. In addition to the collaboration with market surveillance authorities in the Member States, research facilities of the Commission and the European stakeholder organisations receiving Union financing in accordance with this Regulation, European standardisation organisations shall encourage and facilitate appropriate representation, at technical level, of undertakings, research centres, universities and other legal entities, in standardisation activities concerning an emerging area with significant policy or technical innovation implications, if the legal entities concerned participated in a project that is related to that area and that is funded by the Union under a multiannual framework programme for activities in the area of research, innovation and technological development, adopted pursuant to Article 182 TFEU.
2.
