TRADUCTIONS EN CONTEXTE

7. Emphasises that the increased number of WTO member states in the region, where all but two states are now members, positively contributes to the establishment of a predictable and stable trade regime and recommends that relevant BSEC member countries step up their efforts to acquire membership of the World Trade Organisation (WTO) and that all Black Sea countries continue the adjustment of national legislation to WTO rules and multilateral trade principles, including EU trade-related acquis; invites them to step up the gradual elimination of trade barriers with the aim of further trade liberalisation, including simplification of customs procedures and tax regimes; considers that enhanced cooperation at parliamentary level, both bilaterally and with the Parliamentary Assembly of the BSEC, PABSEC and the Parliamentary Conference on the WTO, would further benefit the process; considers, in this context, that the European Union should become a full member of the Black Sea Economic Cooperation.
7. onderstreept dat het toegenomen aantal lidstaten van de WHO in deze regio, waar thans alle landen op twee na lid zijn van deze organisatie, positief bijdraagt aan de vaststelling van een voorspelbare en stabiele regeling van de handel en beveelt de desbetreffende lidstaten van de BSEC aan intensiever te streven naar het lidmaatschap van de Wereldhandelsorganisatie (WHO) en stelt verder voor dat de landen van de Zwarte Zee doorgaan met de aanpassing van de nationale wetgeving aan de regels van de WHO en aan multilaterale handelsbeginselen, waaronder de EU-wet- en regelgeving op handelsgebied; vraagt de betrokken landen ten behoeve van een verdere handelsliberalisatie meer spoed te zetten achter de geleidelijke afbouw van handelsbelemmeringen, waartoe ook een vereenvoudiging van de douaneprocedures en belastingregelingen moet worden gerekend; is van oordeel dat dit proces verder begunstigd zou worden door een intensievere samenwerking op parlementair niveau, met de parlementaire vergadering van de BSEC (Parliamentary Assembly of the Black Sea Economic Cooperation – PABSEC) en de parlementaire conferentie over de WHO; meent in dit verband dat de Europese Unie een volledig lid moet worden van de Economische Samenwerking in het Zwarte-Zeegebied.

2. Believes that in order to launch an effective Strategy for the Black Sea, it is vital to involve fully and in a constructive way all the countries concerned, both EU and non-EU ones; calls for cooperation between all the relevant regions, and stresses the importance of participation by bodies at all levels of governance in order to ensure the success of an integrated approach, through the involvement of existing organisations, such as the BSEC, the PABSEC and the Commission on the Black Sea, but also consenting to the creation of new ones where necessary, in order to jointly identify common challenges and available resources, as well as areas where coordinated action can bring significant added value; regards it as essential, nevertheless, to define their respective spheres of responsibility in order to avoid any overlapping of competences between different levels of government and to ensure speedy implementation;
2. acht het levensbelangrijk, om een doelmatige strategie voor de Zwarte Zee te kunnen opstellen, dat alle belanghebbende landen, zowel binnen als buiten de Europese Unie, er volledig en op constructieve wijze bij betrokken worden; roept tot samenwerking tussen alle belanghebbende gebieden op en benadrukt het feit dat deelname van instanties op alle bestuursniveaus belangrijk is om voor het welslagen van een geïntegreerde aanpak te zorgen, met medewerking van bestaande organisaties als de organisatie voor economische samenwerking in het Zwarte-Zeegebied en haar parlementaire assemblee (Bsec/Pabsec), en de Zwarte-Zeecommissie, maar zo nodig ook door nieuwe organisaties te laten oprichten, om gezamenlijk de gemeenschappelijke uitdagingen en beschikbare hulpmiddelen te inventariseren en de beleidsterreinen aan te wijzen waar gecoördineerd optreden voor betekenisvolle toegevoegde waarde kan zorgen; acht het niettemin van essentieel belang om de beleidsgebieden vast te leggen die onder hun verantwoordelijkheid vallen, om elke vorm van overlapping van bevoegdheden van verschillende bestuursniveaus te voorkomen en voor spoedige uitvoering te zorgen;

Calls for the development of cooperation with the countries of the Black Sea through the establishment of a permanent parliamentary dialogue between the European Parliament and the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), in order to promote peace and economic development and eliminate the risk of crises in the area;
64. verlangt een grotere samenwerking met de landen van de Zwarte Zee door de invoering van een permanente parlementaire dialoog tussen het Europees Parlement en de Parlementaire Vergadering voor de Economische Samenwerking rond de Zwarte Zee (PABSEC), om de vrede en de economische ontwikkeling te bevorderen en de dreiging van crises in het gebied weg te nemen;

63. Calls for the development of cooperation with the countries of the Black Sea through the establishment of a permanent parliamentary dialogue between the European Parliament and PABSEC, in order to promote peace and economic development and eliminate the risks of crises in the area;

Underlines the advantages of reinforcing the existing coordination between the various initiatives undertaken through parliamentary cooperation (e.g. the Parliamentary Cooperation Council of Europe, the European Parliament and the OSCE; the networks developed with the support of national parliaments; cooperation initiatives promoted by NGOs or foundations in the framework of the Stability Pact for South-Eastern Europe), as well as the advantage of reinforcing existing regional initiatives such as the SEECP, the CIS and the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC); recognises the role that the OSCE missions and the Stability Pact for South-Eastern Europe could play as facilitators in this regard;
23. wijst met nadruk op de voordelen van versterking van de bestaande coördinatie tussen de diverse initiatieven in het kader van de parlementaire samenwerking (zoals de parlementaire samenwerking tussen de Raad van Europa, het Europees Parlement en de OVSE; de met steun van de nationale parlementen ontwikkelde netwerken; de door diverse NGO's en stichtingen opgezette initiatieven in het kader van het Stabiliteitspact voor Zuidoost-Europa), alsook op de voordelen van stimulering van bestaande regionale initiatieven zoals het Zuidoost-Europese Samenwerkingsproces (SEECP), het GOS en de PABSEC (Parlementaire Assemblee voor economische samenwerking tussen Zwarte-Zeelanden); onderkent dat de OVSE-missies en het Stabiliteitspact voor Zuidoost-Europa in dit opzicht ook de rol van katalysator zouden kunnen vervullen;
