Some institutions consider that very specific duties of a confidential nature, such as those of parliamentary ushers at the European Parliament or high-level security duties at the Council or the Court of Justice, should not be entrusted to contract staff, such as those provided for in Title IV. To this end, institutions having such a requirement should be permitted, after consulting the Staff Regulations Committee, to recruit, in AST 1 on the basis of specific notices and specific professional experience, officials whose career could reach AST 3.
Sommige instellingen zijn van mening dat zeer specifieke taken van vertrouwelijke aard, zoals die van parlementaire bodes bij het Europees Parlement of essentiële veiligheidstaken bij Raad of Hof van Justitie, niet mogen worden toevertrouwd aan arbeidscontractanten, zoals voorzien in Titel IV. Instellingen die daaraan behoefte hebben, moeten daarom de mogelijkheid hebben om, na raadpleging van het Comité voor het Statuut, ambtenaren met specifieke beroepservaring op basis van speciale aankondigingen in AST 1 aan te werven, waarna hun loopbaan tot AST 3 kan doorlopen.
